About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity involving an annual environmental exercise at Moron Air Base. The exercise is a single annual event scheduled for the week of October 13-17, consisting of two days: one day for training and a table-top exercise, and the following day for a mock spill response with equipment deployment. The contract will be a firm-fixed price (FFP) with travel costs quoted as a separate line item, and the anticipated contract award date is 1 October 2025 for performance in fiscal year 2026.

Key details include the exercise being limited to Moron AB, with a minimum of 12 contact hours spread over at least two days, daily exercise limits of 8 hours, and a hot-wash session following the mock spill. The Performance Work Statement (PWS) has been updated, with the latest version dated 28 August 2025, and references to a previously mentioned Appendix E have been removed. The government expects bidders to provide a comprehensive proposal that includes a detailed approach to conducting this environmental exercise.
