About this opportunity

The Department of the Air Force, specifically United States Air Forces in Europe - Air Forces Africa, is seeking contractors capable of performing residential and commercial construction work under this procurement. Contractors must be registered in the System for Award Management (SAM) and possess the necessary bonding capabilities to be considered. The sources sought notice requires interested parties to submit capability statements by February 6, 2025, limited to 5 single-sided pages and including company information, proof of Spanish operating permits, and relevant past performance from the last three fiscal years. Evaluation will focus on contractors' ability to meet the requirements outlined in the solicitation, with a particular emphasis on local operational capabilities and compliance with Spanish-US defense agreements.

The procurement is not set aside for any specific small business category and is classified under NAICS code 236220 for Commercial and Institutional Building Construction. The anticipated contract structure is a 9-year Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract, consisting of a 5-year base period with four 1-year option periods. The estimated contract ceiling is approximately $300 million, with a focus on using Spanish materials, labor, and equipment when possible. Contractors will be expected to demonstrate expertise in construction services specifically tailored to military base infrastructure and community needs. A virtual industry day will be announced in the future to provide additional details and allow potential bidders to ask questions about the procurement. The geographical scope is limited to the Moron Air Base Military Community in Spain, requiring contractors to have local knowledge and operational capabilities.
