About this opportunity

The Army Contracting Command seeks delivery of spill containment berms and crates to United States Army Garrison Bavaria in Grafenwoehr, Germany, with proposals due August 18, 2026. The procurement is a Women-Owned Small Business set-aside with a Firm Fixed Price contract structure.

Place of performance is Grafenwoehr, Germany (DODAAC: WKFDAA), with FOB Destination and contractor-borne transportation costs. The requirement is for 60 complete drive-through spill containment berm systems: 30 units as base quantity and 30 units as an option quantity under identical terms and pricing. Each berm must measure 12 feet wide by 81 feet long with an 18-inch minimum wall height, provide a minimum containment volume of 10,175 U.S. gallons (110 percent of the M344 Bulk Fuel Distribution System semitrailer capacity), and feature self-rising entry/exit walls allowing tactical vehicles to drive through without manual setup or breakdown. The berm fabric must be high-performance composite textile equivalent to or exceeding Seaman Corporation XR-5 specification with proven military and industrial use for a minimum 20 years, and must resist JP-8, diesel fuel, motor oils, hydraulic fluids, UV degradation, abrasion, and temperature extremes for European operational environments. The contractor must provide a minimum 10-year workmanship warranty covering seam integrity and manufacturing processes, plus a 10-year prorated fabric warranty covering weathering and chemical compatibility. The contractor must furnish one heat-weld repair kit for every five berms along with repair instructions or training videos. Deliverables include 12 delivery crates (forklift-movable, holding 5 berms each) and optional supporting equipment including underlayment and track mat protection systems. Delivery is required no later than 90 days after contract award; the Government prefers partial shipments of 5–6 systems at a time. Award will be made to the lowest price technically acceptable offeror. NAICS is 325998; PSC is 4235. Amendment 1 extended the due date from July 22 to August 18, 2026, corrected item descriptions, and confirmed base and option quantities.
