About this file
This document is a Salient Characteristics specification for spill containment berms required by the 16th Sustainment Brigade.
The contractor shall provide sixty (60) complete drive-through spill containment berm systems with a minimum containment volume of 10,175 U.S. gallons (110% of the M344 Bulk Fuel Distribution System semitrailer capacity of 9,250 gallons). Each berm must measure a minimum of 12 feet wide by 81 feet long with an 18-inch minimum wall height. The design must feature self-rising entry/exit walls that automatically rise with spill level, allowing tactical vehicles to enter and exit without manual setup or breakdown. Entry/exit walls must be lay-flat by design to allow vehicles to drive over them without damage. Side walls may utilize L-bracket supports or self-rising design. Construction must have no loose parts or exposed metal that could puncture fabric or vehicle tires, and must feature reinforced, overlap seams. Crates for delivery must hold 5 berms each and be forklift-movable. The fabric must be a high-performance composite textile equivalent to or exceeding Seaman Corporation's XR-5 specifications with a proven 20-year minimum history in military and industrial applications. Fabric must be resistant to JP-8, diesel fuel, motor oils, hydraulic fluids, and other POL products, and demonstrate high resistance to UV degradation, abrasion, and temperature extremes for European operational environments. The vendor must provide a minimum 10-year workmanship warranty covering seam integrity and manufacturing processes, plus a minimum 10-year prorated fabric warranty covering weathering and chemical compatibility. Berms must be field-repairable using heat-weld processes; the contractor shall provide one heat-weld repair kit for every ten berms and detailed repair instructions or training videos. Optional supporting equipment includes standard non-woven geotextile underlayment or premium 18 oz. vinyl underlayment, and track mat protection systems (two heavy-duty mats extending a minimum of 2 feet beyond entry/exit walls). Deliverables include the drive-through berm, delivery crate, heat-weld repair kit, and technical data package with user manual, repair guide, and warranty certificates. All items must be delivered to the 16th Sustainment Brigade in Grafenwoehr, Germany (DODAAC: WKFDAA) no later than 90 days after contract award.

1.0 REQUIREMENTS
The contractor shall provide sixty (60) complete spill containment berm systems that meet the following minimum specifications. The berm must provide a minimum spill containment volume of 10,175 U.S. gallons. This capacity is calculated as 110% of the nominal 9,250-gallon capacity of the M344 Bulk Fuel Distribution System (BFDS) semi-trailer it is designed to support:
1.1. Berm Physical Specifications & Features:
• Dimensions: Each berm shall have a minimum containment area of 12 feet (Width) x 81 feet (Length) with a minimum wall height of 18 inches.
• Crate for Delivery: Crate should hold 5 fuel berms EA for shipment and be able to be moved with a forklift for easy transportation
• Construction Type: Must be a drive-through design with self-rising entry/exit walls that automatically rise with the level of a spill. The design must allow tactical vehicles to enter and exit without manual setup or breakdown of walls.
• Wall Design: Entry/exit walls (81-foot walls) must be lay-flat by design, allowing vehicles to drive over them without damage. Side walls (12-foot walls) may utilize L-bracket supports or a self-rising design. Overall construction must not have loose parts that can be lost in field conditions.
• Durability: The design must feature reinforced, overlap seams. No screws or exposed metal parts that could puncture the fabric or vehicle tires are acceptable.
1.2. Fabric Performance Specifications:
• Material: The berm fabric must be a high-performance composite textile, equivalent to or exceeding the specifications of Seaman Corporation’s XR-5. The fabric must have a proven history of use in military and industrial containment applications for a minimum of 20 years.
• Chemical Resistance: Fabric must be resistant to JP-8, diesel fuel, motor oils, hydraulic fluids, and other common POL products.
• Environmental Resistance: Fabric must demonstrate high resistance to UV degradation, abrasion, and temperature extremes expected in a European operational environment.
1.3. Warranty (KEY PERFORMANCE PARAMETER):
• The vendor must provide a minimum 10-Year Workmanship Warranty covering the integrity of all seams and manufacturing processes.
• The vendor must provide a minimum 10-Year Prorated Fabric Warranty covering performance against weathering and chemical compatibility.
• Note: Warranties that exclude freight charges are acceptable, but the core workmanship and fabric lifespan must be guaranteed as specified.
1.4. Field Maintenance & Repair:
• The berms must be field-repairable using a heat-weld process.
• The contractor shall provide a heat-weld repair kit for every ten berms
• The contractor shall provide detailed instructions and/or training videos on the correct field repair process.
2.0 SUPPORTING EQUIPMENT & OPTIONS
Vendors should include line-item pricing for the following optional, but highly recommended, supporting items:
2.1. Underlayment:
• Option A: Standard non-woven geotextile underlayment, sized to match the berm.
• Option B: Premium 18 oz. vinyl underlayment for high-frequency mobile operations, sized to match the berm.
2.2. Track Mat Protection System:
• A set of two (2) heavy-duty track mats designed to run the full length of the berm’s interior.
• Mats must be of sufficient length to extend a minimum of 2 feet beyond the entry/exit walls to protect the berm during vehicle ingress and egress.
3.0 DELIVERABLES
