About this file
Summary: Salient Characteristics for Spill Containment Berms
This document is a Salient Characteristics specification for a federal contract requirement to procure spill containment berm systems for the 16th Sustainment Brigade. The Government requires a total of 60 complete systems, with the contractor obligated to deliver 30 systems and an option to purchase an additional 30 systems. Each berm must provide a minimum spill containment volume of 10,175 U.S. gallons (calculated as 110% of the 9,250-gallon capacity of the M344 Bulk Fuel Distribution System semitrailer).
The berms must meet specific physical and performance requirements, including minimum dimensions of 12 feet wide by 81 feet long with 18-inch wall heights. The construction must feature a drive-through design with self-rising entry/exit walls that allow tactical vehicles to enter and exit without manual setup or breakdown. The berm fabric must be a high-performance composite textile equivalent to or exceeding Seaman Corporation's XR-5 specification, with proven military and industrial use for a minimum of 20 years. The fabric must resist JP-8, diesel fuel, motor oils, hydraulic fluids, and demonstrate high resistance to UV degradation, abrasion, and temperature extremes for European operational environments. The contractor must provide a minimum 10-year workmanship warranty covering seam integrity and manufacturing processes, plus a 10-year prorated fabric warranty covering weathering and chemical compatibility. Additionally, the contractor must furnish one heat-weld repair kit for every five berms along with detailed repair instructions or training videos. Optional supporting equipment includes premium vinyl underlayment, standard geotextile underlayment, and a two-mat track protection system designed to run the full length of the berm interior with a minimum 2-foot extension beyond entry/exit walls. All deliverables must be delivered to the 16th Sustainment Brigade in Grafenwoehr, Germany (DODAAC: WKFDAA) no later than 90 days after contract award, with the Government preferring partial/batched shipments of 5-6 systems at a time as manufacturing completes.

SALIENT CHARACTERISTICS revised For Spill Containment Berms,16th Sustainment Brigade
1.0 REQUIREMENTS
The Government’s total requirement is for sixty (60) complete spill containment berm systems. The contractor shall provide Thirty (30) complete spill containment berm systems that meet the following minimum specifications with an Option to purchase an additional Thirty (30) containment berm systems. The berm must provide a minimum spill containment volume of 10,175 U.S. gallons. This capacity is calculated as 110% of the nominal 9,250-gallon capacity of the M344 Bulk Fuel Distribution System (BFDS) semi-trailer it is designed to support:
1.1. Berm Physical Specifications & Features:
• Dimensions: Each berm shall have a minimum containment area of 12 feet (Width) x 81 feet (Length) with a minimum wall height of 18 inches.
• Crate for Delivery: Crating configurations are flexible, however should be able to be moved with a forklift for easy transportation.
• Construction Type: Must be a drive-through design with self-rising entry/exit walls that automatically rise with the level of a spill. The design must allow tactical vehicles to enter and exit without manual setup or breakdown of walls.
• Wall Design: Entry/exit walls (12-foot walls) must be lay-flat by design, allowing vehicles to drive over them without damage. Side walls (81-foot walls) may utilize L-bracket supports or a self-rising design. Overall construction must not have loose parts that can be lost in field conditions.
• Durability: The design must feature reinforced, overlap seams. No screws or exposed metal parts that could puncture the fabric or vehicle tires are acceptable.
1.2. Fabric Performance Specifications:
• Material: The berm fabric must be a high-performance composite textile, equivalent to or exceeding the specifications of Seaman Corporation’s XR-5. The fabric must have a proven history of use in military and industrial containment applications for a minimum of 20 years.
• Chemical Resistance: Fabric must be resistant to JP-8, diesel fuel, motor oils, hydraulic fluids, and other common POL products.
• Environmental Resistance: Fabric must demonstrate high resistance to UV degradation, abrasion, and temperature extremes expected in a European operational environment.
1.3. Warranty (KEY PERFORMANCE PARAMETER):
• The vendor must provide a minimum 10-Year Workmanship Warranty covering the integrity of all seams and manufacturing processes.
• The vendor must provide a minimum 10-Year Prorated Fabric Warranty covering performance against weathering and chemical compatibility.
• Note: Warranties that exclude freight charges are acceptable, but the core workmanship and fabric lifespan must be guaranteed as specified.
1.4. Field Maintenance & Repair:
• The berms must be field-repairable using a heat-weld process.
• The contractor shall provide a heat-weld repair kit for every five berms
• The contractor shall provide detailed instructions and/or training videos on the correct field repair process.
2.0 SUPPORTING EQUIPMENT & OPTIONS
Vendors should include line-item pricing for the following optional, but highly recommended, supporting items:
2.1. Underlayment:
• Requirement: Premium Vinyl Underlayment or a comparable heavy-duty industrial ground mat, sized to match the berm. While the main berm must be Berry Compliant, the primary requirement for the underlayment is extreme durability to prevent premature wear and tear from heavy military equipment. (Vendors should specify if their offered underlayment is Berry Compliant). Standard geotextile is not preferred.
2.2. Track Mat Protection System:
• A set of two (2) heavy-duty track mats designed to run the full length of the berm’s interior.
• Mats must be of sufficient length to extend a minimum of 2 feet beyond the entry/exit walls to protect the berm during vehicle ingress and egress.
3.0 DELIVERABLES
The contractor shall deliver the following:
Drive-Through Spill Containment Berm (Meeting all 1.1 Berm Physical Specifications) Crate for delivery (Meeting all 1.1 Berm Physical Specifications) Heat-Weld Repair Kit Technical Data Package (including user manual, repair guide, warranty certificates) (Optional) Standard Geotextile Underlayment (Optional) Premium Vinyl Underlayment (Optional) Track Mat Protection System
4.0 DELIVERY
4.1. Delivery Location: All items shall be delivered to the 16th Sustainment Brigade, Grafenwoehr, Germany, DODAAC: WKFDAA
• 4.2. Delivery Date: All items shall be delivered no later than 90 days after contract award. The Government highly prefers partial/batched shipments (e.g., 5-6 systems at a time) as they complete manufacturing, rather than waiting for the entire order to be completed.
