About this file

This is Amendment 0001 to Solicitation W912PB26QA065, issued by the U.S. Army Corps of Engineers on July 22, 2026, with an effective date of August 18, 2026. The amendment corrects discrepancies in item descriptions, revises quantities to reflect a base requirement of 30 spill containment berm systems with an optional quantity of 30 additional systems, and provides government responses to vendor questions submitted during the solicitation period. The offer due date has been extended from July 22, 2026 to August 18, 2026.

The solicitation requires 60 complete drive-through spill containment berm systems constructed from XR-5 fabric (Seaman Corporation or equivalent), with a base purchase of 30 units and an optional purchase of 30 units under the same contract terms and pricing. Each berm measures 12 feet wide by 81 feet long, with the 12-foot walls serving as lay-flat, drive-over entry/exit points to accommodate a 74-foot M915 tractor and BFDS fuel tanker combination, while the 81-foot walls utilize integrated L-bracket supports. The requirement includes 12 crates for delivery (with flexible packaging configurations), 12 heat-weld repair kits with technical data packages, optional geotextile or premium vinyl underlayment (120 units total), and optional track mat protection systems (120 units total) with heavy-duty materials chemically compatible with fuels and oils. Deliveries are FOB Destination to the 16th Sustainment Brigade, Grafenwoehr, Germany (DODAAC: WKFDAA), with inspection and acceptance at Smith Barracks Building 8338. The government prefers partial shipments (5-6 berms at a time) as units are manufactured rather than complete order delivery. The pricing arrangement is Firm Fixed Price, and offerors must acknowledge receipt of this amendment prior to proposal submission.

Government's response to vendor questions:

W912PB26QA065 - Spill Containment Berms and Crates

Questions from Vendors/ Answers from Requiring Activity

Question:

1. Normally the 12' walls would be the entry and exit walls. Making the 80' wall the entry and exit walls doesn't make sense as it would only allow for a 12' long vehicle.

Answer to Question 1.

To clarify, the entry and exit points will indeed be on the 12-foot walls (the short ends), allowing the vehicle to drive straight through and park along the 81-foot length of the berm.

The M915 + BFDS combination has an overall coupled length of approximately 74 feet (886 inches). With the vendor's design, the usable interior space of the berm is 12' Wide x 78' Long, which successfully accommodates the vehicle with a 4-foot clearance buffer.

Question:

2. The solicitation schedule appears to state: "30 Spill Containment Berms and 6 Crates" However, Attachment I - Item Description states: "sixty (60) complete spill containment berm systems." Since the crate requirement indicates that each crate should hold 5 fuel berms, the quantity of 6 crates would appear to correspond to 30 berms.

Could the Government please confirm whether the required quantity is:

A. 30 complete spill containment berm systems and 6 crates, or

B) 60 complete spill containment berm systems and 12 crates, or another intended configuration?

Answer to Question 2.

The Government's total requirement is for (B) 60 complete spill containment berm systems.

However, due to current budgetary thresholds, the solicitation will be structured as follows:

Base Requirement: 30 spill containment berm systems (corresponding to the 6 crates).

Optional CLIN: An option for the Government to purchase the additional 30 spill containment berm systems under the same contract terms and pricing.

Therefore, the quotation should be prepared to reflect a price for the base quantity of 30 systems and a separate price for the optional quantity of 30 systems. The solicitation will be amended to clarify this base-plus-option structure.

Question:

3. To proceed with solicitation, we would ask You to answer following questions:

a. Solicitation file states: Item001 - 30 Spill Containment Berms and 6 Crates

"Attachment I" file states: "sixty (60) complete spill containment berm systems"(12crates)

- which amount is correct, as this will directly affect the remaining quantities ?

b. There is textile in Berms and Underlayment's -

- do both of them need to be BERRY compliant?

List of needed items (according to attachment I):

Drive-Through Spill Containment Berm (Meeting all 1.1 Berm Physical Specifications)

- 60ea Crate for delivery (Meeting all 1.1 Berm Physical Specifications)

- 12ea Heat-Weld Repair Kit Technical Data Package (including user manual, repair guide, warranty certificates)

- 12ea (Optional) Standard Geotextile Underlayment OR (Optional) Premium Vinyl Underlayment

60ea (Optional) Track Mat Protection System - 120ea

Answer to Question 3.

a. We require 60 berms. However, due to budgetary constraints, our initial purchase request is for 30 berms. We would like to structure the contract to include an option to purchase the remaining 30 berms at a later date under the same terms. This will ensure uniformity of the equipment and avoid delays from a new solicitation process. The equipment that requires these berms is already arriving, so a partial shipment of the initial 30 berms (e.g., 5-6 at a time) would be preferable to waiting for the full order to be manufactured.

b. To avoid premature wear and tears from our heavy equipment, we require a heavy-duty underlayment. While the berm itself must be Berry Compliant, the primary requirement for the underlayment is durability. The solicitation should specify the Premium Vinyl Underlayment or a comparable heavy-duty Ground Mat, as described in the operational documents, rather than a standard geotextile. Please confirm if the Premium Vinyl Underlayment offered is Berry compliant;

however, the priority is its durability and protective capability.

60 ea - Drive-Through Spill Containment Berms (Meeting all 1.1 Berm Physical Specifications)

12 ea. - Crates for delivery (Note: crating is flexible)

12 ea. - Heat-Weld Repair Kits with Technical Data Package

60 ea. - (Optional) Geotextile or Vinyl Underlayment

120 ea. - (Optional) Track Mat Protection System

Question:

4. Wall Design: Entry/exit walls (81-foot walls) must be lay-flat by design, allowing vehicles to drive over them without damage. Side walls (12-foot walls) may utilize Lbracket supports or a self-rising design. Overall construction must not have loose parts that can be lost in field conditions.

To clarify, the fold-down (lay-flat) walls are the 81-foot walls, not the 12-foot walls.

Delivery Location: All items shall be delivered to the 16th Sustainment Brigade, Grafenwoehr, Germany, DODAAC: WKFDAA

Regarding the delivery location, please confirm if the shipment can be routed to a consolidation point before reaching the final destination at the 16th Sustainment

Brigade, Grafenwoehr, Germany (DODAAC: WKFDAA)

Answer to Question 4.

The entry/exit drive-through walls must be the 12-foot walls (the short ends), not the 81-foot walls.

The vehicle using this berm (an M915 tractor + BFDS trailer combination) is 74 feet long.

To accommodate this length, the vehicle must drive through the 12-foot end walls and park along the 81-foot length of the berm.

Therefore:

The 12-foot walls must be the lay-flat, drive-over design.

The 81-foot walls (the long sides) must be the fixed walls utilizing L-bracket supports.

The design must remain completely integrated with no loose parts to lose in field conditions.

Question:

5.

1.Delivery & Inspection (FOB Point)

FOB Clarity: The solicitation currently contains conflicting language regarding the

FOB point, implying both Destination and Origin. Could you please confirm the definitive FOB point?

Alternative Shipping: Given that the final destination is Germany, the government may benefit from significant cost savings by utilizing the Military Shipping Description (e.g., FOB Origin to a consolidation point/depot). Would the government consider amending the FOB point to Origin?

Inspection Location: Please clarify whether Source Inspection will take place at our facility in Washington State, or if inspection and acceptance will occur at the Destination.

2. Quantity Discrepancies

Total Units Required: The RFQ face page requests thirty (30) units, while the subsequent description page references sixty (60) units. Please clarify the exact total quantity required for this effort.

3. Technical & Physical Specifications (Section 1.1)

Loose Parts vs. L-Brackets: Section 1.1 specifies "No loose parts," yet simultaneously allows for L-Brackets on the 12' sides. Because L-Brackets typically constitute loose hardware that must be field-installed, please clarify if L-Brackets are acceptable under the "no loose parts" constraint.

Dimensional Orientation & Drive-Over Entry: There appears to be a reversal of terminology in Section 1.1, where the 12' ends are referred to as "sides" and the 81' sides are referred to as "ends." Furthermore, it states the 81' edges must feature the

"Lay-flat self-rising ends" for drive-over entry. Because the M344 Bulk Fuel

Distribution System (BFDS) semi-trailer exceeds 12' in length, please confirm that the intended entry/exit point is indeed along the 81' edge, and not the 12' edge.

4. Packaging & Warranty

Crating Requirements: The solicitation requests five (5) units per crate. Depending on the final resolution of the dimensional clarifications above, this will result in an exceptionally large crate size. Please confirm if five (5) units per crate remains a strict requirement, or if alternative commercial packaging configurations are acceptable.

Warranty Terms: Please note that our standard manufacturer warranty excludes freight costs.

Answer to Question No. 5

The requirement of five units per crate is not strict. We recommend the vendor ship the berms in partial batches as they become ready. The number of berms per crate can be adjusted to an alternative commercial packaging configuration that is more practical and cost-effective, as long as it supports partial delivery.

1.Delivery & FOB:

The final delivery destination is 16th Sustainment Brigade, Grafenwoehr, Germany (DODAAC:

WKFDAA). Because the units are urgently needed, the Government strongly favors partial deliveries/batches (5-6 at a time) to ensure equipment already on-site has immediate containment capability.

2.Quantity Discrepancies:

The total requirement is 60 systems. The solicitation is being structured as 30 Base systems + 30 Optional systems under a base-plus-option contract.

3.Technical & Physical Specifications:

Loose Parts: L-brackets are permitted on the 81-foot sides, but no loose hardware is allowed. The L-bracket mechanism must be fully integrated, built-in, or permanently tethered to the berm structure so components cannot be lost in field/tactical environments.

Dimensional Orientation: The 12-foot walls (short ends) are the drive-through entry/exit points and must be lay-flat. The 81-foot walls (long sides) are the fixed sides utilizing integrated L-brackets.

4.Packaging & Warranty:

Crating: The 5 units per crate requirement is not strict. Alternative commercial crating that accommodates safe, partial shipments is highly acceptable.

Warranty: The Government notes the vendor's statement regarding the standard manufacturer warranty excluding freight costs.

Question:

6. Could you kindly confirm on the material, whether you want 22oz PVC or Heavy-duty reinforced PVC conveyor belting. So that we will be able to provide you with the exact items that the end user is looking for.

Answer to Question6.

We require berms constructed from XR-5 fabric. We will not accept alternatives such as standard 22oz PVC or heavy-duty reinforced PVC conveyor belting.

While the others are standard, we preference the XR-5 fabric because it is a high-strength, heavy-duty composite geomembrane specifically engineered as an Ethylene Interpolymer Alloy (EIA). It provides the superior chemical and UV resistance necessary for long-term exposure to fuels, oils, and the demanding environmental conditions our BFDS tankers will operate in. Its proven durability and performance in these applications are critical for our mission. Please ensure your quotation is based exclusively on the use of genuine XR-5 fabric.

Question:

7. While reviewing the solicitation documents, we noticed a discrepancy regarding the required quantity of Spill Containment Berm Systems:

The Schedule (CLIN 0001) appears to indicate a quantity of 30 Spill Containment Berms and 6 Crates.

The attached Item Description specifies a requirement for 60 Spill Containment Berm Systems.

To ensure that our quotation is prepared correctly, could you please clarify the intended quantity of Spill Containment Berm Systems required under this solicitation?

If the correct quantity is 60 units, please also confirm whether the Schedule will be amended accordingly.

Answer to Question 7.

To reiterate, the total requirement is for 60 spill containment berm systems. Please prepare your quotation for this quantity, but structure it to allow for an initial purchase of 30 units with an option to purchase the remaining 30 units. We will amend the schedule to reflect this.

Question:

8. In the specification you ask for 5 berms per crate, for the size & Specifications of the berms, this would result in a very large crate that would make it very difficult to ship, can you advise if there is any flexibility on this specific request.

Answer to Question 8.

Yes, there is flexibility. The requirement of five units per crate is not strict, and crating configurations are flexible. The number of berms per crate can be adjusted to an alternative commercial packaging configuration that is more practical, safe, and cost-effective, provided that it supports the Government's preference for partial, batched shipments.

Question:

9. Track Mat Protection System:

A set of two (2) heavy-duty track mats designed to run the full length of the berm's interior.

Mats must be of sufficient length to extend a minimum of 2 feet beyond the entry/exit walls to protect the berm during vehicle ingress and egress."

To ensure our quotation reflects a technically compliant and accurately priced offer, we respectfully request clarification on the following:

1. Is a specific material type required or preferred for the track mats (e.g., reinforced PVC, industrial conveyor belting, or an equivalent heavy-duty fabric)?

2. Is there a minimum fabric weight or thickness specification (e.g., 22 oz., 28 oz., or higher PVC;

or a specified belting gauge)?

3. Does the track mat material need to match or be compatible with the berm fabric specification in Section 1.2 (Seaman Corporation XR-5 equivalent), or is a separate heavy-duty material acceptable given the mats serve a wear-protection function rather than a containment function?

4. Are there any load-rating, abrasion-resistance, or durability standards the track mats must meet (e.g., vehicle weight class, expected traffic frequency)?

Answer to Question 9.

The primary requirement for the protection system (including underlayment and track mats) is extreme durability to prevent premature wear and tear from heavy military equipment (specifically M915 tractors and heavy BFDS fuel tankers).

1. Material: While the main containment berm must be constructed of genuine XR-5 fabric to meet chemical and fuel containment standards, the track mats serve a physical wear-protection function.

Heavy-duty reinforced materials like heavy-duty reinforced PVC conveyor belting or comparable industrial-grade ground mats are acceptable for this protective role.

2. Compatibility: The track mat material needs to match the XR-5 containment fabric, and must be chemically compatible with fuels and oils (so it does not degrade when exposed to drippings inside the berm) and must be highly abrasion-resistant.

3. Weight/Load-Rating: The mats must be robust enough to withstand the repeated pivoting and rolling weight of fully loaded M915 + BFDS combinations (overall coupled length of ~74 feet, operating in field conditions).

Question:

10. Can we please get clarification on the following points:

Quantity: The solicitation states 30 berms; the Salient characteristics state 60 berms.

Wall Design: The fold-down (lay-flat) walls are the 81-foot walls, not the 12-foot walls.

Delivery Location: Can the berms be delivered to a consolidation point?

Answer to Question 10.

Quantity: The total Government requirement is 60 complete systems. Due to budget thresholds, it is structured as:

Base Requirement: 30 spill containment berm systems (packaged in 6 crates).

Optional CLIN: 30 additional spill containment berm systems.

Action: Quote must show pricing for the base quantity of 30, and separate pricing for the optional 30.

Wall Design: There was a dimensional reversal in the initial description. The entry/exit drive-through walls must be the 12-foot walls (the short ends), NOT the 81-foot walls. The 74-foot-long vehicle must drive straight through the 12-foot end walls and park along the 81-foot length.

Therefore:

The 12-foot walls must be the lay-flat, drive-over design.

The 81-foot walls must be fixed, utilizing integrated L-brackets.

Delivery Location: The final destination remains the 16th Sustainment Brigade, Grafenwoehr, Germany (DODAAC: WKFDAA). However, because the equipment requiring these berms is already arriving, the Government prefers partial shipments (e.g., batches of 5-6 berms at a time) as they are manufactured rather than waiting for the entire order.

Question:

11. Normally the 12' walls would be the entry and exit walls.

Making the 80' wall the entry and exit walls doesn't make sense as it would only allow for a 12' long vehicle.

Answer to Question 11.

Question:

12. Request you to please provide more information / specifications on the Track Mat Protection System.

Answer to Question 12.

The Track Mat Protection System must consist of:

Quantity: 120 total units (optional item, mapped as 2 mats per berm system for the 60 total berms).

Design: A set of two (2) heavy-duty track mats designed to run the full length of the berm's interior.

Sizing: Mats must be of sufficient length to extend a minimum of 2 feet beyond the entry/exit walls (the 12-foot walls) to protect the lay-flat entry/exit points during vehicle ingress and egress.

Performance: Must feature high abrasion resistance and durability to survive heavy-wheeled vehicle traffic (M915 + BFDS tanker transport).
