About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking to establish an unpriced Multiple Award Blanket Purchase Agreement (BPA) for Specimen Fabrication and Testing Services under RFQ N0016725Q1111. The procurement involves machining test specimens from government-furnished materials and conducting various ASTM testing procedures for multiple steel types including 10Ni Steel, Fe-Mn Steel, HSLA Steel, HY Steel, V-Aus Steel, and 4340 Steel, primarily supporting research and development for submarine platforms. Contractors must demonstrate at least two of three required accreditations (NADCAP, ISO/IEC 17025:2017, or A2LA), possess minimum five years of CNC machining experience, and capability to perform ASTM testing for tensile, fracture toughness, fatigue, and elastic modulus properties. The government will evaluate submissions based solely on technical capability without conducting discussions with quoters. Questions regarding the solicitation must be submitted by 10:00 AM EDT on September 10, 2025, with capability packages due by 10:00 AM EDT on September 16, 2025.

Originally designated as a small business set-aside, Amendment 0002 removed this restriction, opening the opportunity to all eligible contractors under NAICS code 332710 with a size standard of 500 employees. The BPA carries a total ceiling value of $7,500,000 over a five-year performance period, with individual order maximums set at $749,999. The government anticipates awarding multiple contracts to qualified vendors, though reserves the right to make a single award. Contractors will perform work at their own facilities, with preference given to those located within 500 miles of NSWCCD in West Bethesda, Maryland. The solicitation encompasses 17 primary categories of test specimens across six different steel material types, supporting critical materials research for submarine platforms including the Next Generation Attack Submarine (SSN(X)), COLUMBIA, VIRGINIA, and SEAWOLF classes.
