About this file

This document is a Blanket Purchase Agreement (BPA) solicitation from the Naval Surface Warfare Center, Carderock Division (NSWCCD) for test specimen fabrication and ASTM testing services. The BPA seeks multiple vendors to provide machining and testing services for various material types including 10Ni Steel, Fe Mn Steel, HSLA Steel, HY Steel, V Aus Steel, and 4340 Steel, primarily for research and development efforts related to submarine platforms like the Next Generation Attack Submarine (SSN(X)). The BPA has a five-year performance period with a total ceiling of $7,500,000, and is restricted to small businesses as defined by SAM registration.

Key requirements include fabricating test specimens using Government-Furnished Material (GFM) and conducting multiple ASTM testing standards such as tensile, Charpy V-Notch, dynamic tear, fracture toughness, fatigue crack growth, compression strength, elastic modulus, and fatigue tests. Contractors must have a minimum of 5 years of metal fabrication experience with CNC technology and hold at least 2 of 3 specific accreditations (NADCAP, ISO/IEC 17025:2017, or A2LA). Capabilities packages are due by 10:00 AM EDT on 28 August 2025, to be submitted via email to the Contract Specialist, with each BPA call potentially having unique security and testing requirements.

Questions from Industry

Can you further define the small business categorization? Does the 500-employee cap include parent company employees?

The determination of whether a business qualifies as a "small business" is based on the System for Award Management (SAM) for the company that is submitting an offer for the requirement. This means the size status (small, large, etc.) is as registration reported and certified in SAM at the time of the offer.

The 500-employee limit generally includes all employees of the business concern, including its affiliates (such as parent companies and subsidiaries), when determining size. This means if the parent company's employees are affiliated and combined with the quoting company, they . The Small Business Administration (SBA) defines affiliates broadly, so if do count toward the total employee count a parent company has controlling interest or significant influence over the business quoting, their employees must be counted together.

Is the small business standard required to participate in this BPA, or is it simply preferred?

It is mandatory requirement that businesses participating in this BPA according to their currently a must qualify as a small business SAM registration.

Several testing items (axial fatigue, strain-controlled fatigue, and fatigue crack growth in particular) are typically priced with both a per-specimen setup fee and an hourly rate, due to the wide range of runtimes (from 100 cycles to over 100 million, depending on material and requirements). How would you like us to present this, given that the "setup cost" is noted as a one-time fee not to be charged on subsequent specimens?

Understood. Please quote as described above, this is completely reasonable.

Could you provide a list of drawings for blanks and specimens called out in the sheets? This will help us determine whether existing fixturing can be used, or if we will need to account for one-time setup costs.

Some drawing have been added to the solicitation posting on SAM.gov. There could be additional drawings and/or revised drawings added during the duration of this requirement.

Some fatigue tests may exceed the two-month delivery deadline outlined in the BPA due to extended and unpredictable run times. Will exceptions be made for these cases?

Yes, they will not be held to the same delivery deadlines due to the extended timeline for testing.

If awarded both machining and testing work, will test specimens still need to be delivered and returned, or is there a provision to keep them in-house to save time?

If a single entity is machining and testing, then they would keep the specimens until after testing. And, then, they would return the tested specimens to the customer. It would not be expected to see the specimens between machining and testing, but it would still be required to return the broken/tested specimens.

Could you clarify what specifically is due on 2/28 as part of the capability package? As this is our first NAVSEA BPA, we want to ensure we submit everything required to remain under consideration.

At this time we are requesting that a capabilities package showing that your company is capable of meeting the requirements and should include at a minimum a list of your accreditations, ability to meet ASTM testing standards, quality assurance protocols. FAR Clause 52.212-2 located on page 36 of the solicitation details what should be included in the capabilities package.

When will answers be published, and will they be emailed to those who originally received the BPA documents?

Amendment will be posted once all questions from industry have received a response from the Government's technical expert. Yes, the answers will also be emailed to the contractors who submitted questions.

N0016725Q11110001

On page 9, section (b)(3), can you clarify the restriction on providing services outside of this BPA to NAVSEA? Does this extend to engineer-driven development projects? Does it apply to services in our non-destructive and metrology departments, which are not part of the BPA?

Additionally, what is the purpose of extending the prohibition three years after contract expiration?

Contractors awarded under this BPA are not barred from participating in engineer-driven development projects or providing services through other departments (such as non-destructive testing and metrology), even if those areas are not covered by this BPA.

Additionally, what is the purpose of extending the prohibition three years after contract expiration?

It is meant to prevent potential conflicts of interest or improper influence that could arise if the support contractor who manages official contract documentation were to provide other services to NAVSEA immediately after the contract ends; ensures integrity and impartiality of contract administration

How should official bids be submitted--via email to you before the 8/28 deadline, or through a designated portal?

All capabilities packages shall be emailed to the Contract Specialist, Tracy McDonough, at tracy.l.mcdonough2.civ@us.navy.mil no later than the submission deadline of 10:00 AM EDT on Thursday, 28 August 2025.

Will we be furnished with estimated quantities per test and specimen type prior to the bid deadline?

No. This information will be provided with each RFQ at the BPA call level.

Can the drawings for the specimens be provided?

See answer to question above.

Is there a testing matrix that would include relevant testing information (temperature, duration, etc.)?

When a test is purchased, the details of testing will be included (temp, duration, etc.). These may change between individual requests or individual tests (e.g. CVN transition curves). A full matrix will be provided for each individual request.

What form would the material be received in?

Over size rough blanked with +/- 0.05 in tolerance. The surfaces may be water jet or saw cut surfaces. Tolerance is to keep the rough blank size consistent enough for easy and consistent fixturing.

I noticed that the period of performance is 5 years. Will there be multiple iterations of this testing over that time or is the material/testing going to be spaced out over that time frame?

The material is in R&D. There will be multiple iterations over the years.
