About this file

This document is an Amendment of Solicitation/Modification of Contract for a Multiple Award Blanket Purchase Agreement (BPA) issued by the Naval Surface Warfare Center, Carderock Division (NSWCCD). The BPA seeks vendors to provide test specimen fabrication and American Society for Testing and Materials (ASTM) testing services, primarily focused on materials research for submarine platforms like the Next Generation Attack Submarine (SSN(X)), COLUMBIA, VIRGINIA, and SEAWOLF. The contract has a five-year performance period with a total ceiling of $7,500,000, and will involve machining various metal test specimens (including 10Ni Steel, Fe Mn Steel, HSLA Steel, HY Steel, V Aus Steel, and 4340 Steel) and performing multiple types of ASTM tests such as tensile, compression, fatigue, and fracture toughness tests.

Contractor qualifications include a minimum of 5 years of metal fabrication experience with CNC technology and at least 2 of 3 specific accreditations (NADCAP, ISO/IEC 17025:2017, or A2LA). The contractor will be responsible for precise specimen machining, tracking, labeling, testing, and reporting, with strict dimensional tolerances and specific delivery requirements. All work will be performed at the contractor's facility, with most work classified as UNCLASSIFIED, though some calls may require higher security clearance. The government anticipates awarding to multiple vendors but reserves the right to award to a single vendor, with each individual BPA call specifying detailed requirements.

Questions from Industry

Can you please clarify the machining tolerances? The drawings specify 0.005+/-, but the specification(s) generally calls for 0.010+/-. Specific drawing example: DRW 61-11A (compression), the reduced diameter is 0.51" with a +/- 0.005" tolerance. The specification (ASTM E8/A370) is 0.50" +/- 0.010" tolerance. It may be costly and difficult to meet the tightened tolerances beyond the specification.

The tolerances are generally tighter than required by ASTM. These tolerances are deliberate and are necessary for the quality of the test. Where the tolerance of the drawing differs from the tolerance called out by ASTM or other testing specifications the drawing dimensions/tolerances prevail and are governing.

DRW 61-11A(compression) does NOT have a reduced diameter. It does NOT have a dimension of 0.51in (it is 0.500in). It does NOT have a tolerance of 0.005in (it is 0.0005in). This is a sensitive test and specimen that requires a higher tolerance than the rest do generally. It is also NOT to ASTM E8/A370 (it is to ASTM E9/E111).

Please clarify the test type of lines 17a-17f on both tables.

These are machined plates with a surface finish requirement. They do not have parallel requirements. Dimensional tolerances of 0.05in. These are machine only items.

Can you provide drawings and ASTM spec for 15a-15f?

ASTM E1681, however testing is NOT requested. This item will be machine only. The drawings in ASTM E1681 will be scaled according to thickness and thus we cannot provide final dimensions at this time. The tolerances will be 0.005in, 0.5deg, and all surfaces parallel/perpendicular to 0.002in TIR.

What corrosion environment is expected for 16a-16f? Can you provide an ASTM reference and specimen drawing?

Testing is NOT requested. Item will be machine only. Drawing attached (RBF-V2p2).

Can you specify the ASTM spec for 4a-4f (dynamic tensile).

There is not an ASTM spec for the dynamic tensile. This will be a machine only item, NO testing requested.

SUPPLIES AND SERVICES

The Naval Surface Warfare Center, Carderock Division (NSWCCD) invites vendors to enter into a Multiple Award Blanket Purchase Agreement (BPA) that establishes the terms and conditions applicable to test specimen fabrication and testing services. As a result of this solicitation, NSWCCD anticipates more than one vendor is needed to provide the required services; however, the Government reserves the rights to award to a single vendor.

The contractor shall reference the setup/specimen cost columns in the Test Specimen Fabrication Table that will be given on the BPA Call order to generate a specimen fabrication quote for each BPA call. Once the equipment is set up, recurring setup costs shall not be applied to the production of additional test specimens of the same type.

3.2 Testing Services:

The contractor shall provide ASTM testing of the fabricated test specimens.

The contractor shall reference the setup/specimen cost columns in the Test Specimen ASTM Testing Table that will be given on the BPA Call order to generate a specimen ASTM testing quote for each BPA call. Once the equipment is set up, recurring setup costs shall not be applied to the production of additional test specimens of the same type.

ASTM testing requirements will vary depending upon test specimens fabricated. ASTM testing requirements will be identified at the BPA Call level.

ASTM Test Type

ASTM E8 Tensile Test

ASTM E23 Charpy V-Notch Test

ASTM E604 Dynamic Tear Test

ASTM E1820 Fracture Toughness Test

ASTM E647 Fatigue Crack Growth Rate Test

ASTM E9 Compression Strength Test

ASTM E111 Elastic Modulus Test

ASTM E606 Strain-controlled Fatigue Test
