About this opportunity

The Department of Energy Office of Science seeks quotations for specialty tooling, materials, and manufacturing services to support Argonne National Laboratory's Custom Manufacturing Solutions - Central Shops program, with proposals due October 13, 2026. No set-aside applies.

Place of performance is Lemont, Illinois (Building 363, 9700 South Cass Avenue, and satellite locations across the Argonne campus). The contract is time-and-materials. The base performance period runs November 1, 2026 through October 31, 2027, with two optional one-year extension periods through October 31, 2029. The NAICS code is 423840, Industrial Supplies Merchant Wholesalers; PSC is 6640, Laboratory Equipment and Supplies.

The statement of work requires three primary service categories: tooling and inventory management (on-site assessments at Building 363 and satellite locations; supply of standard and specialty tooling including end mills, drills, taps, reamers, metric tooling, collets, tool holders, and precision measuring instruments on an as-needed basis); raw material sourcing (locating and delivering specialized, non-standard, or hard-to-find raw materials for scientific research with competitive pricing and transparent delivery schedules); and outside processing and specialized services (tool sharpening, precision calibration, plating, anodizing, painting, specialty surface treatments, and custom secondary manufacturing). Contractors must respond to service requests within 48 hours (preferably 24 hours) with written quotations detailing itemized labor, tooling, and material costs with estimated completion and delivery lead times. No work beyond diagnostic or quoting activities shall proceed without written authorization. All tooling, materials, and services must meet or exceed standard commercial quality benchmarks and be free from counterfeit or off-specification parts. For outside processing, the contractor must conduct quality inspections prior to delivery and provide documented inspection and test reports upon request.

Quotations must include a signed page one of the RFQ (ANL-70), completed representations and certifications (ANL-70A), a published price list or redacted invoice demonstrating price reasonableness, confirmation of acceptance of pre-pay and FOB/DAP shipping terms, and disclosure of any available DOE or GSA contract discounts. The price schedule (Appendix C) requires unit pricing across all three contract years for 23 specified line items from manufacturers including Kennametal, Niagara Cutter, SPI, Aloris, Kurt, Parker Hannifin, and Acuraflex, and a materials mark-up percentage (Cost + __%) for any unlisted items ordered.

On-site work requires contractor maintenance of Commercial General Liability insurance with $2 million limits per occurrence and aggregate, Automobile Liability with $1 million combined single limit, and Workers Compensation at statutory limits, with $1 million each for accident and disease. Contractor must name UChicago Argonne, LLC, the University of Chicago, and the United States Government as additional insureds. Full environmental, safety, and health compliance under 10 CFR 851 and OSHA standards is mandatory, including submission of a Job Safety Analysis (ANL-209L) prior to the pre-job meeting and completion of contractor safety orientation before site access. Cash terms are Net 30 days. Contact Jazlyn Mangis at jmangis@anl.gov or (630) 252-6884.
