About this file
This is a Statement of Work for RFQ No. 7-B187-Q-00005-00 issued by Argonne National Laboratory's Custom Manufacturing Solutions – Central Shops (CMS-CS) department for specialty tooling, materials, and manufacturing services on a Time-and-Materials (T&M) basis.
The Contractor shall provide three primary service categories: (1) Tooling & Inventory Management—performing on-site inventory assessments at Building 363 and satellite locations, and supplying standard and specialty tooling including end mills, drills, taps, reamers, metric tooling, collets, tool holders, and precision measuring instruments on an as-needed basis; (2) Raw Material Sourcing—locating and delivering specialized, non-standard, or hard-to-find raw materials for scientific research applications with competitive pricing and transparent delivery schedules; and (3) Outside Processing and Specialized Services—providing tool sharpening, precision calibration, plating, anodizing, painting, specialty surface treatments, and custom secondary manufacturing. Contractors must respond to service requests via Specific Call Records and submit written quotations within 48 hours (preferably 24 hours) detailing itemized labor, tooling, and material costs with estimated completion and delivery lead times. No work beyond diagnostic or quoting activities shall proceed without written authorization from the ANL Technical Representative or Authorized Procurement Personnel. Deliverables shall be shipped to Building 363, 9700 S. Cass Avenue, Lemont, IL 60439, accompanied by standard packing slips and material certifications. All tooling, materials, and services must meet or exceed standard commercial quality benchmarks and be free from counterfeit or off-specification parts; for outside processing services, the Contractor must conduct quality inspections prior to delivery and provide documented inspection/test reports upon request. Pricing must adhere strictly to Appendix C: Price Schedule, with any non-scheduled costs or expedited fees requiring prior written ANL approval. Invoices must be submitted per individual order or service completed, first emailed to the initiating Technical Representative for review and technical approval, then submitted to Accounts Payable at ap@anl.gov with clear specification of PO number, service dates, detailed item descriptions, labor categories and itemized quantities, and itemized materials and service charges. The contract period consists of a one-year base period from November 1, 2026 through October 31, 2027, with two optional one-year extension periods exercisable through October 31, 2029. Off-site purchasing, warehousing, and outside processing shall occur at the Contractor's facilities or authorized partner locations, while on-site inventory stocking and assessments shall take place primarily at Building 363 and designated satellite shops across the Argonne campus.
