About this opportunity

The Air Force Nuclear Weapons Center at Hill Air Force Base is conducting market research through a Request for Information due September 30, 2026, to identify specialized freight carriers capable of providing turnkey "Transport-as-a-Service" solutions for highly secure, climate-controlled hazardous material transport of Propulsion System Rocket Engine (PSRE) cargo, with the intent to evaluate this approach as a low-cost alternative to a full-scale Engineering & Manufacturing Development program.

Performance will span multiple locations: Hill Air Force Base (Utah), Vandenberg Space Force Base (California), F.E. Warren Air Force Base (Wyoming), Malmstrom Air Force Base (Montana), and Minot Air Force Base (South Dakota). The government seeks 12 to 16 highly secure HAZMAT movements annually.

The payload—Hydrazine propellant—presents critical hazards classified as DOT Hazard Classes 6.1, 8, and 3. Contractors must maintain strict climate control between 25 degrees Fahrenheit and 115 degrees Fahrenheit with redundant backup power for 48 hours, provide shock and vibration isolation per PSRE System Specification S-133-128F, and integrate real-time environmental telemetry. Drivers must hold active DoD Secret Security Clearances and Class A commercial driver's licenses with Hazardous Materials and Double/Triple Trailers endorsements. Contractors must be SDDC-approved with FMCSA "Satisfactory" safety ratings, current DOT permits, and authority to transport Class 1.1/1.3 explosives and toxic hypergolic propellants.

Insurance requirements include minimum MCS-90 HAZMAT public liability coverage of $5,000,000 and excess cargo liability insurance of $10,000,000 per shipment. Responses address to courtney.eubanks@us.af.mil and torrey.boggs.2@us.af.mil.

Update #2 · Latest ·

This is a Request for Information (RFI) only. This is not a solicitation for proposals and no contract will be awarded from this notice. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research to identify specialized freight carriers capable of providing a turnkey "Transport-as-a-Service" (TaaS) solution for highly secure, climate-controlled, hazardous material (HAZMAT) cargo.

The Government is evaluating a potential acquisition strategy to procure a commercial transportation service as a low-cost alternative to a full-scale Engineering & Manufacturing Development (EMD) program.

The attached Performance Work Statement (PWS) and "RFI RESPONDENT INSTRUCTIONS Commercial Transport" documents describe the key performance requirements and the specific questions the Government is seeking industry feedback on. Key areas of interest include:

A carrier's experience and licensing for transporting highly toxic/corrosive HAZMAT.

The availability of a driver pool with active DoD Secret clearances.

Fleet capabilities for maintaining strict climate control and providing redundant power.

Sufficient liability and excess cargo insurance to cover high-value national assets.

Instructions to Respondents:

Interested parties are requested to review the attached documents and provide a formal written response that addresses all questions listed in the "RFI RESPONDENT INSTRUCTIONS Commercial Transport.docx" file. Your responses will be used to determine the feasibility of a service-based acquisition approach and to finalize the Government's acquisition strategy.

Please submit responses to courtney.eubanks@us.af.mil and torrey.boggs.2@us.af.mil
