About this file
This is a Request for Information (RFI) respondent instructions document for industry feedback on specialized commercial transportation services. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research to identify commercial freight carriers capable of providing turnkey "Transport-as-a-Service" (TaaS) solutions for highly secure, climate-controlled hazardous material (HAZMAT) cargo transport. The Government seeks to evaluate this as a low-cost alternative to a full-scale Engineering & Manufacturing Development program.
Respondents must address nine specific capability areas: (1) experience transporting highly toxic, corrosive hypergolic propellants such as hydrazine on public highways, including driver protocols and incident response networks; (2) commercial trailer asset capabilities to maintain continuous climate control between 25°F to 115°F during multi-day transits across northern winter and desert environments, including redundancy levels; (3) standard commercial trailer configurations for vibration mitigation on sensitive space and missile payloads; (4) operational capacity to support 12 to 16 highly secure DOD HAZMAT movements annually across Utah, California, Wyoming, Montana, and South Dakota; (5) preferred cost structure models such as annual retainer fees plus per-mile rates or flat per-shipment rates; (6) current FMCSA "Satisfactory" rating, active DOT permits, and authority to transport Class 1.1/1.3 Explosives and toxic hypergolic propellants; (7) availability of a pool of Class A CDL drivers with Hazardous Materials endorsements holding active DoD Secret Security Clearances and driver retention rates; (8) standard cargo liability coverage per shipment and established relationships with surety or underwriters capable of executing Excess Cargo Liability policies up to $10,000,000; and (9) emergency response coordination capabilities for hazardous chemical leaks and driver training in hypergolic propellants and self-contained breathing apparatus usage. Responses should be submitted to courtney.eubanks@us.af.mil and torrey.boggs.2@us.af.mil. This RFI will inform the Government's final acquisition strategy determination.

RFI RESPONDENT INSTRUCTIONS (FOR INDUSTRY FEEDBACK)
The Government is seeking industry feedback on the feasibility, risk, and commercial practices associated with this PWS. Respondents are requested to address the following:
1. Hydrazine/HAZMAT Capabilities: Describe your organization's experience in transporting highly toxic, corrosive hypergolic propellants (such as hydrazine) on public highways. What specific protocols do your drivers follow, and how do you structure your active incident response networks?
Environmental Control Feasibility: Describe how your commercial trailer assets can guarantee and log a continuous climate threshold of 25°F to 115°F during multi-day transits across northern winter corridors and high-temperature desert environments. What redundancy levels are standard in your commercial fleets?
Vibration Mitigation: What standard commercial trailer configurations (e.g., customized air-ride, interior shock-isolation framing) do you recommend to minimize multi-axis road shock and vibration to sensitive space/missile payloads?
Operational Capacity: Is your organization equipped to support an ongoing schedule of 12 to 16 highly secure DOD HAZMAT movements per year across the designated geographic range (Utah, California, Wyoming, Montana, South Dakota)?
Cost Model Structure: For an RFI baseline, what is the preferred commercial cost structure for this type of service (e.g., a fixed annual readiness retainer fee plus a per-mile/per-mission rate, or a flat rate per shipment)?
HAZMAT Experience: Does your firm currently possess the authority, FMCSA "Satisfactory" rating, and active DOT permits to transport Class 1.1/1.3 Explosives and toxic hypergolic liquid propellants?
Driver Clearance Pool: Do you currently employ a pool of active Class A CDL drivers with Hazardous Materials (H) endorsements who hold active DoD Secret Security Clearances? What is your typical driver retention rate for this cleared pool?
Insurance & Excess Cargo Liability: What is your firm’s standard cargo liability coverage ceiling per shipment? Do you have an established relationship with a surety or underwriter capable of executing an Excess Cargo Liability policy of up to $10,000,000 for a single transport movement?
Chemical Mitigation Capability: How does your dispatch network coordinate emergency responses for hazardous liquid chemical leaks? Do your drivers receive specialized training in hypergolic propellants or active self-contained breathing apparatus (SCBA) usage?
