About this opportunity

The U.S. Department of State (DOS), Office of the Procurement Executive, on behalf of the Bureau of Overseas Buildings Operations (OBO)/Special Projects Coordination (SPC), is seeking to award five indefinite delivery/indefinite quantity (IDIQ) contracts to qualified architect/engineer firm-led teams for comprehensive architectural and engineering (A/E) services. The required services include architecture, engineering, master planning, interior design, and more for a wide range of DOS facility projects worldwide, estimated between $5 million and $500 million in construction value. Stage 1 submissions must be received by July 24, 2024 and will be evaluated on the prime A/E's past performance, design approach, and lead designer qualifications. Short-listed offerors will advance to Stage 2, which will involve a more detailed technical proposal and interview, as well as the requirement to obtain a Top Secret facility clearance.

The solicitation intends to set aside one of the five IDIQ contracts for a qualified small business. The contracts will consist of a one-year base period with up to four one-year option periods, with a minimum guarantee of $100,000 in task orders per contract and a not-to-exceed limit of $25 million per year or $70 million over the life of each IDIQ. The place of performance is Rosslyn, VA.
