About this opportunity

The U.S. Department of State's Office of Acquisition Management, specifically through the Overseas Buildings Operations (OBO) and Special Projects Coordination (SPC) group, has issued a Special Notice for architectural and engineering (A/E) services. The notice details a procurement process for comprehensive A/E services to be performed at various international locations. By the December 15, 2024 submission deadline, eight responses were received for this solicitation. Following the completion of Stage 2 of the procurement process, five architectural firms have been selected to continue with the Request for Proposal (RFP) requirements. The selected firms include Hellmuth Obata & Kassasbaum from Washington DC, Mark Cavagnero Associates from San Francisco, Moore Ruble Yudell Architects & Planners from Santa Monica, Morphosis Architects from Culver City, and Richard & Kennedy Architects from Phoenix.

The objective of this Special Notice is to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architectural and engineering services with global reach. The procurement is partially set aside for small businesses, indicating a commitment to supporting smaller enterprises in federal contracting. Eligible contractors must be qualified architectural or engineering firms capable of providing comprehensive services across various international locations. The down-selected firms will have the opportunity to compete for task orders under this IDIQ contract, with the potential for significant government work in designing and engineering projects worldwide. Contractors must demonstrate technical expertise, past performance, and the capability to handle complex international building and design projects. The notice represents a strategic procurement approach by the Department of State to secure versatile and high-quality architectural and engineering services for its global operations. The selection process indicates a competitive and rigorous evaluation of potential contractors' capabilities and qualifications.
