About this opportunity
The National Oceanic and Atmospheric Administration seeks self-contained breathing apparatus (SCBA) equipment including a MAKO Model EA07H 6000 PSI breathing air compressor, a MAKO Model SCFS2-3HP fill station, and associated 6000 PSI cylinders for the NOAA Ship Gordon Gunter, with a notice of intent to sole source to Central Alabama Training Solutions and a five-day window for competing substantiating documentation due May 27.
NOAA's Marine Operations Center is proceeding under FAR 6.103 sole source authority. The rationale rests on MAKO's status as the standard SCBA equipment supplier across TAGOS and FSV-class NOAA vessels; switching manufacturers would require additional crew training, new spare parts inventory, increased installation costs due to physical size constraints requiring ship bulkhead removal, and operational risk from crew unfamiliarity in emergency response. MAKO has provided a sole authorized distributor letter designating Central Alabama Training Solutions as the exclusive distributor for MAKO breathing air products in Mississippi. Market research contacted other manufacturers and distributors before the sole source determination.
Place of performance is Pascagoula, Mississippi, with delivery required by September 1, 2026 to support an October drydock availability. The procurement is designated WOSB set-aside under solicitation 1333MK26Q0068, with offer due May 27 at 0900 EDT and period of performance May 28 through November 6. NAICS code is 324191. Estimated cost is between $50,000 and $60,000. Evaluation criteria include technical acceptability, past performance (with at least two references from separate contracts within the past two years), specification sheets with authorized OEM letters, and firm fixed price including FOB Destination. Contracting officer is Christopher Baker at christopher.baker@noaa.gov or 757-317-0683.
