About this file
This is a Single Source Determination document using Simplified Acquisition Procedures for an action not exceeding the Simplified Acquisition Threshold under FAR 13.106-1(b)(1).
The Department of Commerce, NOAA OMAO Field Delegates is procuring an LLM (Life Saving Equipment) with a preferred delivery date of September 1, 2026, at an estimated cost of $50,000 to $60,000. The single source identified is Central Alabama Training Solutions (CATS), located at 5100 Culver Road, Tuscaloosa, AL 35401, represented by Mike Macko (Sales/Service Manager). The determination justifies single-source procurement based on urgency due to an upcoming October drydock availability requiring immediate material procurement for installation. The requirement represents a critical capability for emergency response readiness that the vessel currently lacks. The rationale specifies that MAKO equipment is the standard SCBA equipment supplier already in use on TAGOS and FSV-class NOAA vessels; procurement of alternative manufacturers' equipment would necessitate additional crew training, spare parts inventory, increased installation costs due to physical size constraints requiring ship bulkhead removal, and operational risks from crew unfamiliarity in emergencies. Market research contacted other manufacturers and distributors. MAKO distributes through defined territory-protected distribution channels and is authorized as the sole distributor to the Government at this location. The OEM provided a sole source letter confirming exclusive distribution rights. Port Engineer Lucas Chapman certified the requirement on May 21, 2026, and Contracting Officer Christopher Baker approved the determination on May 21, 2026.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
PR: 140802-26-0340
1. Agency and contracting activity. Department of Commerce, NOAA OMAO Field Delegates
2. Description of supplies or services required to meet agency needs (including the estimated value).
Procurement of LLM. 9/1/2026 is the preferred delivery date.
Single Source Planned, urgent need for upcoming October DRYDOCK Availability. Lead times for equipment require immediate procurement to have material in time for installation during availability.
This is a capability that the ship does not have and has been determined to be required for emergency response readiness.
3. Identification of the single source or the brand name to be solicited. Central Alabama Training Solutions
Mike Macko Sales/Service Manager Central Alabama Training Solutions (CATS) 5100 Culver Road Tuscaloosa, AL. 35401 Office: 205-242-1996 Mobile: 601-940-8059 Email: Mike Macko mmacko64@gmail.com
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government.
Lead times for equipment require immediate procurement to have material in time for installation during availability. Estimate range $50,000 to $60,000. This is a capability that the ship does not have and has been determined to be required for emergency response readiness. Failure to provide LLT Equipment for the availability will result in Availability Contract delay (and additional costs associated) and inability to start seasonal missions.
Follow-on-Procurement MAKO equipment is the SCBA equipment supplier used on T- AGOS, and FSV classes of NOAA vessels. Procurement of other manufacturer’s equipment would result in additional training requirements, additional spares, and inherent risk of equipment non-familiarity in an emergency.
(Insert PR/RFQ number, as applicable)
Evaluation also determined that other manufacturer’s equipment is physically larger than MAKO, which would result in substantial additional costs. Installation of these other manufacturer’s would require removal of ship’s bulkheads and subsequent restoration, which would make installation costs exponentially higher. Procurement cost of comparable equipment was also found to be significantly higher. MAKO equipment was available at approximately one-half the cost of other manufacturers.
In addition: MAKO distributes its equipment through defined distribution areas and does NOT allow distributors to infringe on other distributor’s territory.
5. Market Research.
Contacted other manufactures and distributors to evaluate.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.

OEM provided a Sole Source letter which indicates only one distributor is authorized to resell to the Government at this location. No other units were identified in market research which would be able to fit within the measurements and/or are marine tested. As similar models are used on multiple NOAA Vessels, this will allow interchangeable gear from one ship to another if required for mission parameters requires them to cross use.
