About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), through the Alaska Fisheries Science Center (AFSC), has issued a Special Notice announcing its intent to award a sole source contract for specialized maintenance services. The contract covers annual preventative maintenance for a QuantStudio next-generation sequencing instrument used in the Genetics lab for fish species identification and genetic stock research. NOAA intends to procure these services from Life Technologies Corporation, a division of ThermoFisher Scientific, under the authority of FAR 13.106-1(b)(1) for simplified acquisition procedures. The contract will cover a base year from October 1, 2025 to September 30, 2026, with three optional one-year extensions through September 30, 2029. The procurement falls under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34.0 million.
The primary objective of this procurement is to secure comprehensive maintenance support for the highly specialized QuantStudio instrument, including full support within 72 hours for parts failures, annual preventative maintenance visits, unlimited software and firmware updates, and unlimited telephone support. Life Technologies Corporation is identified as the sole source provider because they are the manufacturer of the equipment and the only company capable of servicing this specialized scientific instrument. While this is not a competitive solicitation, firms that believe they can fully meet the government's requirements may submit substantiating documentation by August 26, 2025 at 5:00 PM Eastern Time via email to Christie.Lang@noaa.gov. The government will evaluate any submissions solely to determine whether competitive procurement should be conducted instead of the planned sole source award. The procurement will be structured as a firm fixed price contract to ensure predictable costs for the critical maintenance services.
