About this opportunity

The Defense Logistics Agency Troop Support Subsistence is seeking to procure fresh bread and bakery products for Department of Defense troop customers located in the South Carolina Zone, specifically covering Fort Jackson, Shaw AFB, and Charleston facilities. The solicitation (SPE300-25-R-0032) is a three-year Indefinite Quantity Contract (IQC) with two distinct pricing tiers, designed to establish a firm-fixed price contract for market-ready bread and bakery items. The procurement will utilize a Lowest Price Technically Acceptable (LPTA) source selection method, with the government intending to evaluate offers and award a contract without discussions, meaning vendors must submit their best initial terms. Proposals are due by April 16, 2025, at 3:00 PM Eastern Standard Time, and all responsible sources may submit offers. Vendors must comply with the Berry Amendment, which requires all food items to be grown, reprocessed, or produced in the United States.

The contract is issued on an unrestricted basis with a HUBZone evaluation preference, covering 13 specific bread and bakery product line items including various types of bread and rolls. The total contract value is estimated between $100,000 (guaranteed minimum) and $7,500,000 (maximum), with an anticipated total value of $3,000,000. The contract period spans three years, from June 1, 2025 to June 3, 2028, divided into two tiers: a 24-month initial tier and a 12-month final tier. Delivery will be required to multiple locations across South Carolina, including military and naval facilities in cities such as Charleston, North Charleston, Goose Creek, Eastover, and Fort Jackson. Vendors must adhere to a 120-hour lead time for product delivery and use the Subsistence Total Ordering and Receipt Electronic System (STORES) for electronic data interchange, following specific EDI transaction set guidelines.
