About this opportunity
The Department of the Air Force Space Command seeks advisory and assistance services to establish a Partner Nation's National Security Space Launch capability at a sovereign spaceport using a commercial launch vehicle, with quotes due September 21, 2026, at noon EST and award anticipated September 25. The procurement is a total small business set-aside under NAICS 541715 (size standard 1000 employees) issued as Request for Quotation FA2521-26-Q-0010 under Foreign Military Sales (FMS) case SW-D-GAN.
Place of performance is Cape Canaveral Space Force Station, Florida. The contract runs October 1, 2026, through September 30, 2027, with all deliverables delivered to DoDAAC F3K0S3. Work encompasses six scope areas: Commercial Launch Service Provider familiarization, spaceport operator plan assessment, national security launch requirements definition, training recommendations, comprehensive analysis and recommendations, and twelve technical interchange meetings (two in-person at Cape Canaveral, ten virtual) with the Partner Nation, spaceport operator, and launch service provider. Contractors must establish a secure workspace meeting NIST SP 800-171 Rev 3 standards and coordinate all logistics for virtual Technical Interchange Meetings. All contractor personnel must be U.S. citizens with authorized access to Controlled Unclassified Information and export-controlled data.
Target price range is $500,000 to $1,500,000; quotes outside this range are ineligible. Firm fixed-price deliverables span six CLINs (CLINs 0001–0006) plus a not-to-exceed travel budget (CLIN 0007) with segregated OCONUS and CONUS pricing. Seven Contract Data Requirements Lists are due September 30, 2027. Award uses a Highest Technically Rated with Reasonable Price approach without price-technical trade-offs. Technical evaluation (Factor 1) weighs Technical Approach (10 pages maximum) and Technical Capability (10 pages maximum) plus supporting documents including CVs for all key personnel and organizational conflict of interest disclosure and analysis. Pricing (Factor 2) requires SF 1449, bid schedule, fully burdened hourly labor rates (Table 1), and monthly CLIN breakdowns (Table 2). Questions were due September 9; Section L & M addenda and Q&A answers were uploaded September 16, with the quote due date extended to noon Monday, September 21. Contractors must sign a Controlled Unclassified Information Non-Disclosure Agreement and verify active SAM.gov registration to access the complete Statement of Work. Contractors are prohibited from obtaining overall contractual responsibility for system development, integration, or production while performing systems engineering roles, and may not supply the system or major components to DoD during contract life. Payment processes through Wide Area Workflow with service approval and acceptance by F3K0S3 and administration by FA2521.
