About this opportunity
The Air Force Research Laboratory at Kirtland Air Force Base seeks research and development, modeling, simulation, fabrication, experimentation, testing, demonstration, prototyping, and analysis related to spaceflight systems and space technologies under the STAR-FISH Advanced Research Announcement, which remains open indefinitely with specific research requests issued through subsequent Calls.
No set-aside applies. Place of performance is Kirtland Air Force Base, New Mexico, with administrative oversight at AFRL/RJZY. The NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences), with a 1,000-employee small business size standard. PSC is AC33 (National Defense R&D Services; Defense-Related Activities; Experimental Development).
Four primary technical topic areas are covered: space vehicle functionality and logistics, mission effects and capabilities, space system anomaly detection and protection, and space battle management and command and control. Scope includes space flight, on-orbit servicing, debris management, controlled reentry, ground systems, communications links, command and control, advanced spacecraft manufacturing technologies, and space system user equipment.
Estimated award values range from $50,000 to $100,000,000, with the Government reserving the right to modify amounts. Awards may be structured as Cost-Plus-Fixed-Fee, Cost Contracts, Firm Fixed Price, Other Transactions, or Technology Investment Agreements. Cost-type contracts require offerors to have a DCAA-approved accounting system. Individual Calls specify One-Step or Two-Step proposal processes. Evaluation emphasizes technical merit, relevance to Air Force needs, scientific and engineering viability, and project feasibility. All offerors must register in SAM before award consideration. Dialogue between prospective offerors and Government representatives is strongly encouraged.
Primary Contracting Officer: Daniel J. Alvarado (505-853-4755, daniel.alvarado.12@spaceforce.mil); Alternates: Caroline Salazar (505-677-3007, caroline.salazar.1@spaceforce.mil) and Adan Jaime (813-390-6935, adan.jaime.1@spaceforce.mil), all at AFRL/RJZY, Kirtland AFB, NM 87117. Program Manager: Michael Lopez (505-846-7790). Amendment 4, effective May 18, 2026, updated statutory authority to 10 U.S.C. 4023 and FAR/DFARS references to the Revolutionary FAR Overhaul (RFO) and R-DFARS.
