About this opportunity
The United States Space Force (USSF) has issued a Special Notice for the Space Strategic Technology Institute (SSTI) IV - Advanced Remote Sensing under Contract Opportunity FA9453-21-S-0001. Published by the Department of the Air Force Materiel Command Research Laboratory, this opportunity is part of a national security initiative to address space science and technology challenges through collaborative university research. The notice seeks to establish a network of partnered universities focused on developing transformational space domain technologies with potential military applications. The USSF aims to facilitate joint applied research that can lead to technological breakthroughs in space capabilities. This specific call is part of the STAR-FISH program and focuses on Advanced Remote Sensing technologies.
The primary objective is to develop research that can transition to higher technology readiness levels, with an anticipated total funding of $16.8 million and a 42-month performance period. White papers are due by January 10, 2025, with the government intending to award at least two cooperative agreements, though they reserve the right to make fewer or no awards. Eligible participants include universities (as the lead), for-profit entities within NAICS 541715, non-profit entities, state/local/tribal governments, and small businesses. Large businesses are restricted from paid partnerships but can serve in advisory roles. The research should aim to produce testbeds, high-fidelity modeling and simulations, demonstrations, and prototypes that can advance current and future USSF and U.S. Government space capabilities. Collaboration across different institutions and sectors is encouraged to address complex space research, development, and demonstration needs.

Pursuant to national security goals established by the In-Space Servicing, Assembly, and Manufacturing National Strategy, the United States Space Force (USSF) is establishing Space Strategic Technology Institutes (SSTIs) to address space science and technology (S&T) challenges through a network of partnered universities. The USSF goal for the SSTIs is to facilitate joint applied research and focus on transformational space domain technology breakthroughs and developments that lead to the advancement of capabilities that can be transitioned and integrated into current and future USSF and U.S. Government space capabilities. It is highly desired for the research to lead to testbeds, high fidelity modeling and simulations, demonstrations, and prototypes. The research is expected to transition technology to higher technology readiness levels throughout the period of performance and out years will be awarded based on an evaluation of this ability.
USSF intends to award at least two cooperative agreements in response to this call. However, Space Force reserves the right to make one award or no awards in response to this call. The teams of universities in this Advanced Remote Sensing SSTI are encouraged to collaborate with other institutions of higher education, for-profit entities (within the NAICS 541715), non-profit entities, state, local, and tribal government, and small business enterprise to address space research, development, and demonstration needs.
A questions and answers webinar will be held, with information to follow. Please monitor this posting for additional information.
