About this opportunity
The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, is seeking a contractor to provide comprehensive space systems and hardware integration services through the Space Systems and Hardware Integration for Novel Experiments (SSHINE) contract. The solicitation, numbered FA9453-25-R-X002, aims to support research, development, systems engineering, and technical management for space technology analysis, experimentation, and evaluation. Contractors must be prepared to support multiple functional areas including mission and space system development, flight experiment prototyping, integration, testing, and ground system development. The evaluation will be based on a best-value source selection process, with technical factors significantly more important than cost, focusing on the statement of work narrative, scenario responses, and staffing plans. Proposals must receive a minimum "Good/Purple" combined technical/risk rating and will be evaluated sequentially, with the government intending to award without discussions and requiring proposals to remain valid for 340 days.
The contract is a total small business set-aside under NAICS code 541715 with a 1,000 employee size standard, representing a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $499 million ceiling and a guaranteed minimum of $5 million. The period of performance spans five years from November 2025 to November 2030, with one additional five-year option period available. Three initial task orders will be awarded: TO 0001 for Prototypes and Flight Experiments, TO 0002 for Small Satellite Portfolio, and TO 0003 for Rapid Architecture Prototyping and Development, with individual task order values ranging from $500,000 to $150 million. The primary place of performance will be the Phillips Research Site at Kirtland Air Force Base in Albuquerque, New Mexico, with potential work at other locations. Key personnel must possess Top Secret/SCI clearances, and the contract will support spacecraft configurations ranging from nano/CubeSats to ESPA-class satellites, high-altitude balloon experiments, and associated ground systems.

IMPORTANT CHANGES:
The RFP identification number has been updated from FA9453-24-R-X006 to FA9453-25-R-X002.
The second draft RFP incorporates industry feedback/comments within the appropriate documents.
The Government is not requesting proposals in response to this notice. This draft RFP serves as the synopsis/presolicition notice of government's intention to issue a formal RFP. The release of the final RFP is postured for the 1st Qtr CY 2025.
No additional feedback/comments will be accepted at this time.
