About this opportunity
The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, is seeking a contractor to support the Space Systems and Hardware Integration for Novel Experiments (SSHINE) contract, which will provide comprehensive research, development, and technical management for space technology experiments. The draft Request for Proposal (RFP) seeks a contractor capable of mission and space system development, flight experiment prototyping, assembly, integration, testing, and operational support for large-scale space technology initiatives. Potential contractors must demonstrate expertise in systems engineering, modeling and simulation, cybersecurity, and ground system development, with personnel holding appropriate security clearances. Industry comments and questions regarding the draft solicitation are due by 3:00 p.m. Mountain Daylight Time on September 30, 2024, with responses to be posted on SAM.gov at a later date. The government emphasizes that this draft notice does not constitute a formal RFP and is not a commitment to issue a final solicitation.
The contract is set aside for total small business participation and will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a $499 million ceiling and a minimum guaranteed amount of $5 million. The performance period is scheduled from November 28, 2025 to November 28, 2030, with an optional extension period from November 29, 2030 to November 28, 2035. Task orders will have a minimum order of $500,000 and a maximum of $100 million per order. The primary place of performance will be in Albuquerque, New Mexico, specifically at the Kirtland Spacecraft Integration facility and Phillips Research Site laboratories at Kirtland Air Force Base. The contract will require contractors to provide surge support, maintain appropriate facility clearances, and be prepared to work across multiple government agencies and locations with personnel holding top-secret security clearances.

The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Integrated Experiments and Evaluation Division (RVE), intends to release a Request for Proposal (RFP) for the SSHINE acquisition at a future time. The Draft SSHINE RFP documents are attached and provided for industry review, feedback, and comments. Industry comments and questions on these draft documents are critical to helping to clearly shape and define the Government's requirement and for continuing market research. The content of the draft documents contained herein are subject to change.
AMEND 1 UPDATES:
- Industry Feedback and CRM due date updated from 30 Sep 24 to 04 Oct 24
- Solicitation/ Attachments updated to reflect removal of SSHINE RVES TO and minor revisions to technical evaluation factors
