16. REMARKS
Blk 4: An electronic copy shall be delivered as both a .pdf file and the most current version of Microsoft Excel. A CD-ROM is acceptable media for submittal. Unclassified reports may also be submitted by e-mail to the Program Manager only if the contractor has an IECA/ECA PKI program that allows for secure communications with the Department of Defense (DoD). E-mail encryption capability based on PGP platform is not acceptable.
Blk 8: Approval of contractor format is required on initial submittal. All subsequent submittal shall be non-approval items, and re-submittals may be required if contractor submits a delivery item that is unsatisfactory.
Blk 9: All technical data shall be marked I.A.W. DoDD 5230.24 with Distribution Statement E:
Distribution authorized to DoD components only; Critical Technology, [author fill in date of report (dd mmm yy)]. Other requests for this document shall be referred to Air Force Research Laboratory/RVE, 3550 Aberdeen Avenue, SE, Kirtland AFB, NM 87117-5776.
EXPORT CONTROL WARNING: All technical data shall be marked as follows: “WARNING: This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22,U.S.C., Sec. 2751, et seq.) or the Export Administration Action of 1979, as amended. Title 50 U.S.C.

Blk 11: Prepared as of the end of each calendar quarter or contractor accounting period nearest the end of each quarter.
Blk 12: Submit within 25 calendar days after first full quarter following authorization to proceed (ATP).
Blk 13: Subsequent submissions shall be 25 calendar days after end of the reporting period.
Refer to Block 16 and Task Orders of the RISE contract for additional distribution instructions. Instructions vary per Task Order and provide additional guidance in regard to the requirements for Blocks 14A and 14B of this CDRL.

16. REMARKS
THE REPORT WILL BE PUBLISHED WITH THE DEFENSE TECHNICAL INFORMATION CENTER
(DTIC) BY AFRL STINFO OFFICE. Under no circumstances shall the contractor submit any version of the scientific and technical report to DTIC.
Blk 4: GUIDANCE FOR PREPARATION OF THE REPORT: The Scientific and Technical Report shall be prepared I.A.W. the most current AFRL ANSI/NISO Standard Z39.18-2005, or other most current report preparation guidance. The contractor shall complete the most current SF 298 Report Documentation Page, and submit it with the report. The contractor shall complete the following blocks of the SF 298: Blocks 2-5a, 6, 7, 8 and 13 (if applicable), and 14-16c. If the completed and signed SF 298 does not accompany the report, the deliverable is considered incomplete. Incomplete reports will be immediately returned to the contractor. Following AFRL technical and STINFO reviews, any revisions required will be returned to the contractor. NOTE: The report preparation guidance and SF 298 are available at: http:/ www.afrlnewmexico.com/stinfo-1.
The contractor shall deliver two editable electronic copies of the report. The electronic copies shall be an editable .pdf file and the most current version of Microsoft Word. A CDROM (CD-R) is the acceptable media for submittal (CD-RWs are not acceptable). Electronic media shall be marked I.A.W. the AFRL ANSI/NISO Standard Z39.18-2005 guidelines, or other most current report preparation guidance.
Submission via unencrypted or unsecured email is not permitted.
Blk 7: UPON NOTIFICATION OF ACCEPTANCE OF THE SCIENTIFIC AND TECHNICAL REPORT FROM THE PROGRAM OFFICE, the contractor shall submit the final Receiving Report (DD Form 250) in WAWF. In preparing the final DD Form 250, code the shipment number with a “Z.” Do not upload the Scientific and Technical Report into WAWF or DTIC. NOTE: SUBMITTAL OF THE DD FORM 250Z
PRIOR TO ACCEPTANCE NOTIFICATION WILL RESULT IN REJECTION OF THE DD FORM
250Z FINAL RECEIVING REPORT.

Blks 10 - 13: The contractor shall deliver the Scientific and Technical Report, in final format, no later than the date specified in the Schedule, CLIN 0002.
The USAF will review and, if necessary, return the report with comments no later than the date specified in the Schedule, CLIN 0002. If the report is returned to the contractor with comments, the contractor shall deliver the camera-ready copy of the report no later than the date specified in the Schedule, CLIN 0002.
Blk 14: The contractor shall distribute the Scientific and Technical Report (final/CRC version(s)) in accordance with Blk 14. When the addressee’s copy is identified by “Ltr”, send only a copy of the transmittal letter to that addressee.

16. REMARKS
Requirements:
1. Reference documents. None.
2. Format. The plan shall be in a format that the contractor devises and conforms to the following:
a. Identification. The plan shall be identified with the preparing office or contractors title, the identifying numbers or designation of the Contract/Procurement Request, the identify and/or nomenclature of the system/component/program/project, the security classification and the Government activity issuing the controlling contract.
b. Descriptive material. As may be needed to clarify or explain matters in the text, the plan may include descriptive material, sketches, drawings, photographs, tables, forms, graphs, worksheets, charts, etc.
c. Page size. The plan may be typewritten or printed on standard size paper, e.g., 8 ½ x 11 inches or metric A4. The pages shall be sequentially numbered and security bound together. As necessary, graphic material may be one-way fold-outs. All attachments shall be identified and referenced in the text. Each section and paragraph shall be numbered.
d. Table of contents and index. Plans of more than 30 pages in length shall contain a table of contents.
Plans more than 120 pages in length shall also include an Index.
e. Legibility. The document shall be legible and reproducible.
3.1 General. The Management Plan shall consist of the organizational structure, the assignment of functions, duties, and responsibilities, the procedures and policies and the reporting requirements that are established for the initiation, monitoring, control, completion, test and verification, and reporting of contractual tasks, projects, and programs.
3.2 Specific contents. The Management Plan shall cover the organizational structure, program management methodology, personnel, security, and the reports as described herein. Other subjects to be included are as follows:
a. design control
b. reliability
c. configuration control
d. standardization
e. quality assurance
f. provisioning
g. control of Government property
i. tests
j. certifications
k. packaging
l. shipping
m. other
3.3 Organizational structure. The plan shall present an organizational chart and supporting narrative portraying the contractor’s business (corporate) structure. It shall describe the functional relationships and responsibilities among the organizational elements that will participate in the accomplishment of the contractual commitments.

3.4 Program management. The plan shall present an organizational chart and supporting narrative describing the management office the contractor establishes to manage the contractual commitments. The plan shall define the direct lines of control, responsibilities, functional relationships, and authority between the management office and the contractor’s other organizational elements. The plan shall also describe all interfaces between the contractor and the Government and between the contractor and other contractors which are necessary and pertinent to the accomplishment of contractual tasks, projects and programs.
3.5 Methodology.
a. The plan include a narrative description of the technical approach or methods the contractor will employ to accomplish contractual tasks, projects, and programs, including, as applicable, development, tests, manufacture, construction, formulation, installation, logistics support, training, maintenance documentation, and configuration controls.
b. The plan shall include a milestone chart graphically depicting the schedule of events associated with accomplishing each contractual commitment.
3.6 Personnel.
a. The plan shall list the personnel staffing of the contractor’s management office that directs the contractual tasks, projects, and programs and assist in completing the contract. The listing shall include the education, training, skills, experience, and security clearance that personnel require to fill each such position and shall state the identity, background, and work experience of the personnel assigned to fill these positions.
b. The plan shall also describe the staffing required for proper accomplishment of each contractual task by skill type, skill level, number of personnel, and security clearance. When submitted as part of a proposal, the plan shall state how many such personnel are currently available and how many new hires are required to staff fully to accomplish each task as scheduled.
3.7 Security.
a. Provide a Standard Practice Procedure (SPP) which fully describes the security program, safeguards emergency procedures to be established to the protection of Government-furnished and contractor-developed classified materials prepared In conjunction with the project. The SPP shall be prepared in accordance with guidelines contained in the Industrial Security Manual, Purchase Description, and such additional requirements as may be stipulated by the cognizant security compliance organization. The SPP shall require approval by the Government.
b. Develop a comprehensive security accreditation plan to demonstrate how the computer security requirements stipulated in the PD, as applicable, have been accounted for in the system design, and how satisfaction of each requirement will be explicitly demonstrated in the test program. This plan shall also identify any specific support equipment or software to be provided for demonstration of design compliance and/or system compliance with the planned security requirements. The plan shall require approval by the Government prior to implementation.
c. Reports. The plan shall describe the management methods the contractor will employ to ensure meeting all preparations, format, and submittal requirements established by the CDRL (DD Form 1423) for data to be delivered to the Government.

3. Format.
a. Automated techniques. Use of automated techniques is encouraged. The term "document" in this DID means a collection of data, regardless of its medium.
b. Alternate presentation styles. Diagrams, tables, matrices, and other presentation styles shall be acceptable substitutes for text when data required by this DID can be made more readable using these styles.
c. Title page or identifier. The document shall include a title page containing, as applicable: document number; volume number; version or revision indicator; security markings in accordance with DoD Manual (DoDM) 5200.01 or other restrictions on the handling of the document; date; document title; name, abbreviation, and any other identifier for the system, subsystem, or item to which the document applies; contract number; CDRL item number; organization for which the document has been prepared; name and address of the preparing organization; and distribution statement in accordance with DoD Instruction (DoDI) 5230.24. 16. REMARKS
Blk 4: The contractor shall provide a Technical and Management Work Plan tailored to the specific Task Order to which this CDRL is assigned. It should address the contractor’s plan to manage the specific mission assurance/risk class and level of complexity of the flight experiment efforts as indicated in the Task Order Statement of Work.
Blk 8 & 12: A draft Technical and Management Work Plan will be submitted no more than 60 calendar days after Task Order award. The Government will provide comments and feedback on the draft within 30 calendar days and the Final Technical and Management Work Plan will be submitted for approval no more than 15 calendar days thereafter. Submission via unencrypted or unsecured email is not permitted.
