About this opportunity

The National Oceanic and Atmospheric Administration seeks to charter a vessel to conduct long-term trap and video surveys to improve fisheries management. The Southeast Fisheries Science Center requires a vessel of at least 90 feet in length to accommodate up to 12 scientific personnel and perform 30 cruise days annually between May and October. The surveys aim to increase sampling, add video cameras, map hardbottom habitats using sonar, use remotely operated vehicles to assess habitats and fish densities and sizes, and assess fisheries sonar and longline surveys. Quotes are due by January 26, 2024 and shall include technical and price submissions documenting vessel characteristics, crew experience, and past performance.

There is no set-aside designation. The primary NAICS code is 487210 and the leading PSC code is Q2. The period of performance is April 1, 2024 to March 31, 2025 with four one-year option periods at the location of 101 Pivers Island Rd, Beaufort, NC 28516. Pricing is required for vessel charter days, mobilization/demobilization days, and optional additional days with a small business size standard of 550 employees.

Notice text

The goal of this contract effort is to identify a vessel upon which SEFIS can conduct their long-term trap-video survey. Data collected from SEFIS surveys on a contract vessel will improve fisheries management by providing indices of abundance and size, age, and reproductive data of reef fishes for use in stock assessments.
The objectives for SEFIS sampling on a contracted vessel are to: (1) increase the spatial footprint and sample sizes of fishery-independent sampling in southeast US waters; (2) add video cameras as a survey gear to address trap selectivity issues and to develop annual indices off abundance for species that avoid traps; (3) map hardbottom habitats using multibeam sonar to improve survey design; (4) use remotely operated underwater vehicles (ROVs) to visually assess broad- and fine-scale habitat and red snapper densities and sizes in continental shelf-break waters; (5) perform research to inform survey methods and to address critical management issues, including an ongoing assessment of fisheries (split-beam) sonar as a fishery-independent survey tool, and longline surveys to assess patterns in red snapper distribution and abundance.
