About this opportunity
NOAA's Acquisition and Grants Office, Eastern Acquisition Division, is conducting sources sought market research on Hawaii National Marine Sanctuary vessel charter services for the National Ocean Service's Office of National Marine Sanctuaries, with responses due November 17, 2026. The Set Aside line reads "No Set-Aside Used." The notice is not a Request for Quote and does not constitute a Government commitment. Under NAICS 483114 (550-employee size standard), it seeks small business sources and current capability information, and responses are voluntary and uncompensated.
Per the draft Performance Work Statement, the requirement is an IDIQ vessel charter supporting resource protection and monitoring missions in the Northwestern Hawaiian Islands for Papahanaumokuakea National Marine Sanctuary. The ordering period runs July 1, 2027 through June 30, 2032. The vessel operates from Honolulu with potential port calls at Midway Atoll and Kure Atoll, approximately 1,200 nautical miles away. Typical charters run May 1 through September 30, with August identified as optimal. Individual charters run up to 30 sea days with a maximum of 11 operational hours on station, and extensions may occur based on research requirements.
The vessel must carry 10 to 21 scientific personnel and up to four small boats (16 to 30 feet). Requirements include a fully crewed vessel, gender-segregated berthing, a minimum of three meat-inclusive meals daily with vegetarian options, a dedicated 20-square-foot dry lab with at least 10 Mbps connectivity, a wet lab, 300 cubic feet of dry storage, and deck crane or davit systems for small boat launch and recovery. The vessel must hold a current Certificate of Inspection and a NOAA-approved Vessel Monitoring System. The captain must hold USCG licensing and preferably has Northwestern Hawaiian Islands experience. Safety requirements include rat-free certification within 48 hours of departure, an external hull inspection no more than 14 days before departure, and an Automated External Defibrillator. The contractor funds all vessel operating expenses, including fuel, crew, maintenance, and small boat refueling with government-furnished ethanol-free gasoline (400 to 1,000 gallons). Mechanical breakdowns exceeding 24 hours are non-reimbursable, and breakdowns exceeding 48 hours may constitute grounds for termination.
