About this opportunity
The 410th Contracting Support Brigade, Regional Contracting Office-Miami, acting on behalf of U.S. Southern Command, announced a sole-source Firm Fixed Price contract for wireless services with an offer due date of August 6, 2026. The procurement is restricted to the incumbent carrier under FAR 12.102(b) justification; competition is not sought.
USSOUTHCOM requires continuous wireless telecommunications services supporting approximately 450 cellular phones (unlimited voice, text, and data) and 65 MiFi hotspots (unlimited data only) across the command. The contract base period runs August 14, 2026 through August 13, 2027, with four one-year renewal options extending through August 13, 2031. Total estimated contract value is $916,090.10.
The sole-source determination rests on operational necessity. Switching carriers would require re-provisioning all 515 devices, a task the two-person wireless device section cannot accomplish within normal operating hours without significant overtime and risk of temporary connectivity loss during that transition. The government asserts this disruption could impair emergency operations. The justification cites Title 41 U.S.C. 1901(e)(2) and notes that no alternative sources have expressed written interest in the requirement.
The contract covers new devices with manufacturer warranties, annual technology refreshes, in-building coverage solutions at no additional charge if required, temporary international roaming (up to 90 calendar days for South America and Caribbean), and monthly invoicing via WAWF. Pricing is firm fixed price; taxes and FCC charges cannot exceed 6 percent of plan totals. Award will be made to the responsible offeror with the most advantageous offer to the Government.
Notice text
The 410th Contracting Support Brigade/Regional Contracting Office-Miami in support of US Southern Command (USOUTHCOM) located at 9301 NW 33rd Street, Doral Florida 33172 will be issuing a Firm Fixed Price Contract for the purpose of SOUTHCOM Wireless Service. US Southern Command has four hundred and fifty (450) cell phones and 65 Mifi devices throughout the command. The determination of this sole sources procurement is in accordance with RFO FAR 12.102(b), which states, for acquisitions valued over the simplified acquisition threshold (SAT), prepare a written justification and obtain approval of the justification as described in 6.104. Changing carriers would cause financial and logistical hardships and disrupt current operations. The change to a different carrier would require all wireless devices to be re-provisioned to function correctly. Currently, the US Southern Command wireless device section is comprised of two members to fulfill these duties which would result in a significant amount of labor hours. The time needed to re-provision five hundred and fifteen devices would require members to work extended hours, resulting in overtime being incurred by the government. Due to the number of devices and time needed per device, some devices would lose connectivity, causing severe disruption to current operations and during emergencies.
