About this opportunity

The Department of the Air Force Pacific Air Forces is seeking qualified firms to provide Tactical Snow and Ice Training for personnel stationed in Japan through a potential five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The training program is an eight-day specialized course designed to advance twelve personnel from the 31st Rescue Squadron at Kadena Air Base from Mountain Team Member to Mountain Operator or Mountain Operator to Mountain Team Leader status. Key requirements include experienced instructors with a lead instructor holding an American Mountain Guides Association (AMGA) guide qualification, classroom instruction covering environmental effects and avalanche operations, two days of skiing and skinning techniques, three days of backcountry and ice climbing training, and two days of scenario-based leadership exercises. The training location must be situated within Japan, within 2.5 hours of a major airport, near a ski resort, and provide access to backcountry terrain of at least 100 square miles. The sources sought deadline for responses is December 8, 2025, and interested contractors should submit a capability statement demonstrating their qualifications; notably, this is a market research phase only, and no solicitation currently exists.

This sources sought announcement does not include a small business set-aside designation and does not currently identify any incumbent contractors or award values. Responders should not submit pricing information at this stage, as the purpose is information gathering and market research rather than contract award. The announcement specifies that all responses are voluntary, will not be compensated, and remain the responsibility of the respondent with no guarantee of future contract opportunity. While specific budget or award ranges are not disclosed in this pre-solicitation notice, the potential five-year IDIQ structure suggests the government intends to establish a long-term training relationship with qualified providers. Interested firms are encouraged to clearly mark any proprietary or competition-sensitive information in their submissions, as the government will handle such material accordingly.
