Statement of Work

(SOW)

“Cold Weather” at Kadena AB (KAB) Okinawa, Japan

1.0 Introduction

1.1 Mission: Primary mission of the 31st Rescue Squadron (31 RQS) is to rescue and recover isolated personnel from multiple different environments. Cold weather/mountain environments (avalanche, high altitude, etc.) is one that we can and have been called to rescue in.

1.2 Background: IAW AFMAN 10-3507, it is recommended to do snow and ice operations every 24 months. Snow and ice knowledge refresher is required every 12 months. Pararescue has 3 qualification levels: Team Member, Mountain Operator, and Mountain Leader. Operator and Leader needs the snow and ice knowledge and operations. 31st RQS has done some real-world operations within these environments and has the potential to operate in the future.

1.3 Scope: The Contractor shall provide the personnel, management, materials, equipment and facilities necessary to educate, familiarize, and provide hands on training in order to turn every Mountain Team Member to Mountain Operator and every Mountain Operator to Mountain Team Leader IAW AFMAN 10-3507 critical task list. The contractor will focus on Block II of the critical task list for Mountain Operator and Mountain Team Leader..

2.0 General Requirements

2.1 Place of Performance: Training to be conducted in the country of Japan, training area will be required to be within 2.5 hr driving distance of major airport and withing driving distance of a ski resort and access to backcountry training facility. Justification: training will be required to be conducted in the country of Japan due to 5 travel days required for travel across International Date Line to/from CONUS, these travel days take away from unit training schedule and effect USINDOPACOM alert manning status.

2.2 Subcontract Management: If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract.

3.0 Requirements

3.1 The contractor shall provide a eight (8) day Cold Weather/Snow and Ice training block for twelve (12) personnel. The training will consist of classroom knowledge based training and performance based training to cover applicable items within AFMAN 10-3507 Mountain Operator and Mountain Team Leader critical tasks list Block II.

3.2 Training shall consist of one (1) day of classroom training (lectures and hands on practical work) followed by two (2) day of skiing and skinning techniques with contractor purchased lift tickets at a local ski resort. Three (3) days of performance based training in a backcountry/ice climbing environments to cover the critical task list performance line items followed by one (2) day of working multiple small FMPs to cover the Mountain Team Leader critical tasks list 3-15 lead casualty evacuation in snow, ice, or glaciated terrain.

3.3 Practical application will consist of analyzing avalanche terrain, mission/route planning, team movement through terrain, constructing snow and ice anchors, and casualty evacuation (patient will be provided by the contractor).

3.4 Contractor is responsible for all training site coordination for performance/classroom and lift tickets for all training sites.

3.5 Classroom course topics will include the following:

3.5.1.1 Environmental effects on operations in cold weather and high-altitude environments

3.5.1.2 Terrain characteristics affecting travel in arctic and alpine environments

3.5.1.3 Emergency medical operations in cold weather and high-altitude environments

3.5.1.4 Avalanche causes

3.5.1.5 Avalanche hazard prediction methods

3.5.1.6 Avalanche survival actions

3.5.1.7 Avalanche rescue equipment requirements and techniques

3.6 Performance based training

3.6.1.1 Perform snow/alpine travel movement fundamentals
3.6.1.2 Perform skiing techniques
3.6.1.3 Perform snow shoeing techniques
3.6.1.4 Perform avalanche-prone terrain crossing
3.6.1.5 Perform avalanche rescue
3.6.1.6 Perform emergency medical operations in adverse terrain
3.6.1.7 Construct snow and ice anchors
3.6.1.8 Perform ice axe self-arrest and team-arrest
3.6.1.9 Perform glacier travel fundamentals wearing crampons
3.6.1.10 Perform crevasse rescue procedures
3.6.1.11 Place ice climbing protection

3.7 Scenario based training

3.7.1.1 Scenarios should be focused around the items need for the Mountain Leaderqualification IAW AFMAN 10-3507 critical task list Block II. These include: leadmovement through avalanche prone terrain, lead avalanche casualty rescue, leadmovement through glaciated terrain, lead mission planning for a rescue operation insnow, ice, or glaciated terrain, lead casualty evacuation in snow, ice, or glaciated terrain.
3.7.1.2 These scenarios should be from 2-3 hours long with basic mission planninginvolved.

4.0 Instructor Qualifications

4.1 All instructors will have prior experience providing mountain instruction to SOF operators.

4.2 Lead instructor must have an American Mountain Guides Association (AMGA) guide qualification.

4.3 Classroom/Scenario Instructor. Subject matter expert per topics listed in Paragraph 3.5 of this PWS with one of the following qualifications:

4.3.1 Minimum 2 years’ experience instructing special operations in mountain techniques.

5.0 Facility Requirements

5.1 Contractor shall provide a climate controlled classroom learning environment capable of executing curriculum identified in this PWS for the lecture. Practical work may be executed in a snow and ice environment.

5.2 Performance based training will be in a minimum 100 square mile environment with variable terrain.
