About this opportunity

The Naval Facilities Engineering Command Far East (NAVFAC FE) is conducting market research for Sustainment, Restoration, and Modernization (SRM) services at Commander Fleet Activities Yokosuka (CFAY) in Japan. The contract will encompass maintenance, repair, alteration, demolition, and minor construction for four critical building system categories: Fire Protection Systems and Intrusion Detection Systems, roll-up doors and sliding gates, Vertical Transportation Equipment (VTE), and HVAC/refrigeration/icemaker systems. Contractors must demonstrate capabilities in preventive maintenance programs, emergency response services, and compliance with both U.S. Navy standards and Japanese Industrial Standards. The work includes both recurring services with specific response time requirements (emergency orders within two hours, urgent within five working days, routine within 30 calendar days) and non-recurring work ordered through task orders. Interested firms must submit the completed Sources Sought Contractor Information Form by October 16, 2025, including up to five project examples demonstrating relevant experience in the specified building systems.

This sources sought notice does not include any set-aside designations and is classified under NAICS code 561210 for Facility Support Services. No incumbent contractors or current service providers are identified in the documentation, nor are specific contract values or budget ranges disclosed at this market research stage. The contract structure will accommodate both recurring maintenance work and non-recurring projects, with individual repair authorizations up to ¥300,000 per occurrence under the recurring work portion. Contractors may indicate their preferred payment currency as either U.S. dollars or Japanese yen, reflecting the international nature of the services location. The performance work statements indicate this will be a comprehensive facility investment contract covering multiple building systems across the naval installation, though specific quantities of equipment or definitive service timelines are not provided in this preliminary market research phase.
