About this opportunity
The U.S. Geological Survey is conducting market research to identify laboratories capable of performing dissolved inorganic nutrient analysis on 407 marine porewater and seawater samples, with capability statements due by June 19, 2026. This is a sources-sought notice for acquisition planning only; no solicitation or contract award will issue at this time, and the Government will not reimburse response costs.
Work falls under NAICS 541380 (Testing Laboratories and Services) with a small business size standard of $19 million average annual receipts. The Pacific Coastal and Marine Science Center requires laboratory analysis using Flow Injection Analysis (FIA) methodology to determine five nutrient analytes—Nitrate + Nitrite, Nitrite, Orthophosphate, Dissolved Silicic Acid, and Ammonium—with precision of approximately 5 percent or better and full QA/QC documentation.
Firms must demonstrate experience performing FIA nutrient analyses on marine porewater and seawater matrices, laboratory capacity to analyze 407 samples within standard turnaround timelines, ability to meet the specified analytical ranges and QA/QC protocols, and relevant past performance on similar work. The Government will provide pre-filtered, frozen samples shipped on dry ice via overnight delivery. Contractors must deliver results in Microsoft Excel (.xlsx) or comma-separated values (.csv) format with comprehensive QA/QC documentation and data qualifiers.
Interested vendors should submit capability statements and business size status—including any SBA socioeconomic designations (HUBZone, SDVOSB, WOSB, 8(a))—via email to Anthony Berry, Contracting Officer, at Anthony_berry@ios.doi.gov by 8:00 AM Pacific Time on June 19, 2026.
