About this file

This is a Sources Sought Notice for market research purposes issued by the U.S. Geological Survey (USGS) Pacific Coastal and Marine Science Center (PCMSC). The USGS is seeking qualified laboratories capable of providing dissolved inorganic nutrient analysis services on 407 marine porewater and seawater samples using Flow Injection Analysis (FIA) methodology. The requirement falls under NAICS Code 541380 (Testing Laboratories and Services) with a small business size standard of $19 million average annual receipts. No solicitation currently exists, and this notice is for information-gathering and acquisition planning purposes only; no contract award will be made at this time, and the Government will not reimburse response costs.

Interested firms must submit capability statements by June 19, 2026, at 8:00 AM Pacific Time via email to Anthony Berry (Anthony_berry@ios.doi.gov), demonstrating experience performing FIA nutrient analyses on marine matrices, ability to meet specified analytical ranges and QA/QC requirements, laboratory capacity to process 407 samples within standard turnaround timelines, relevant past performance, and business size status including any SBA socioeconomic designations. The analytical work requires determination of five nutrient analytes (Nitrate + Nitrite, Nitrite, Orthophosphate, Dissolved Silicic Acid, and Ammonium) with specified analytical ranges and approximately 5 percent precision or better. The Government will provide pre-filtered, frozen samples shipped on dry ice via overnight delivery, and the contractor must deliver results in Microsoft Excel (.xlsx) or comma-separated values (.csv) format with comprehensive QA/QC documentation and data qualifiers.

SOURCES SOUGHT NOTICE

For Market Research Purposes Only No Solicitation Exists at This Time

The U.S. Geological Survey (USGS) is conducting market research to identify qualified businesses capable of providing laboratory analytical services for dissolved inorganic nutrient analysis, in support of the Pacific Coastal and Marine Science Center (PCMSC). Services shall be performed in accordance with the requirements outlined in the attached Statement of Work (SOW).

This Sources Sought Notice is issued solely for information‑gathering and acquisition planning purposes. This is not a solicitation, request for quote (RFQ), or request for proposal (RFP), and no contract award will be made at this time. The Government will not reimburse any costs incurred in responding to this notice.

NAICS Code: 541380 – Testing Laboratories and Services Size Standard: $19 million average annual receipts

Scope of Requirement The USGS requires laboratory analysis of 407 marine porewater and seawater samples for dissolved inorganic nutrients using Flow Injection Analysis (FIA). The required analytes, analytical ranges, QA/QC protocols, and deliverables are detailed in the attached SOW.

Requested Information Firms interested in this potential opportunity should submit a capability statement that demonstrates:

· Experience performing dissolved inorganic nutrient analyses via FIA on marine porewater and seawater matrices.

· Ability to meet the analytical ranges, precision, and QA/QC requirements specified in the SOW.

· Laboratory capacity to analyze 407 samples within standard turnaround timelines.

· Relevant past performance examples for similar analytical work.

· Business size status (small or large) under NAICS 541380, including any SBA socioeconomic designations (e.g., HUBZone, SDVOSB, WOSB, 8(a)).

Submission Instructions Please submit responses via email only, addressed to:

Anthony Berry Contract Specialist Anthony_berry@ios.doi.gov All capability statements must be received in their entirety by June 19th, 2026, at 8:00 AM Pacific Time. Late submissions may not be considered.

Statement of Work

1. Purpose The U.S. Geological Survey (USGS), Pacific Coastal and Marine Science Center (PCMSC) requires laboratory analysis of dissolved inorganic nutrients in sediment porewater and seawater samples collected during marine field campaigns and research cruises. Analytical results will support characterization of seabed geochemical conditions, sediment diagenetic processes, and environmental baseline conditions associated with marine mineral resource investigations.

2. Scope of Work The Contractor shall provide laboratory analytical services for 407 samples for determination of dissolved inorganic nutrient concentrations in marine porewater and seawater samples using automated Flow Injection Analysis (FIA). The Contractor shall provide all labor, instrumentation, consumables, standards, quality-control materials, data management, and reporting necessary to complete the analyses.

3. Analytical Requirements

3.1 Required Nutrient Analyses

The Contractor shall analyze samples for:

Nitrate + Nitrite (NO3− + NO2−) Nitrite (NO2−) Orthophosphate (PO43−) Dissolved Silicic Acid (Si(OH)4) Ammonium (NH4+)

3.2 Analytical Method

Analyses shall be conducted using Flow Injection Analysis (FIA) methodology suitable for marine waters. The analytical system shall be capable of simultaneous determination of all required analytes and shall be suitable for seawater, estuarine water, groundwater, and sediment porewater matrices.

3.3 Analytical Performance Requirements

The analytical system shall achieve performance comparable to the following ranges:

AnalyteAnalytical Range
Nitrate + Nitrite0.1–300 µM
Nitrite0.1–100 µM
Phosphate0.1–40 µM
Silicic Acid0.1–500 µM
Ammonium0.2–25 µM

Analytical precision shall be approximately ±5 percent or better across the calibrated concentration range.

4. Sample Collection and Submission Requirements The Government will provide filtered porewater and seawater samples.

Samples shall:

•Be filtered through approximately 0.4 µm membrane filters prior to submission.
•Be frozen immediately after collection.
•Be stored at −20°C or colder until shipment.
•Be shipped frozen on dry ice via overnight delivery service.
•Not be acidified prior to nutrient analysis.

5. Quality Assurance and Quality Control The Contractor shall maintain documented QA/QC procedures that include:

•Calibration standards
•Calibration verification checks
•Laboratory blanks
•Replicate analyses
•Quality-control samples
•Instrument performance monitoring
•Data review and validation

The Government may submit field blanks, storage blanks, and blind quality-control samples within sample batches as required.

7. Deliverables The Contractor shall provide electronic analytical reports containing:

•Sample identification number
•Date analyzed
•Nutrient concentrations
•Reporting units
•Detection limits
•Analytical method
•QA/QC summary
•Data qualifiers, if applicable

Deliverables shall be provided in:

•Microsoft Excel (.xlsx)
•Comma-separated values (.csv)
