About this opportunity
The Department of Energy Office of Science, through Brookhaven Science Associates managing Brookhaven National Laboratory, is conducting market research to identify potential sources for a power control and regulating system (cycloconverter) for the Alternating Gradient Synchrotron (AGS) Motor Generator Set. This sophisticated system will control input power to a 9 MW doubly fed wound rotor induction motor that drives a 95 MVA salient pole generator, with the cycloconverter responsible for driving current in the motor's rotor windings and dynamically controlling real and reactive power across operational cycles ranging from 1 MW to 9 MW. The procurement falls under NAICS code 335999 with a size standard of 600 employees, and interested parties must demonstrate technical capability through a Statement of Capabilities addressing the detailed requirements outlined in the attached Statement of Work and specifications. This sources sought notice requires responses by October 15, 2025, and emphasizes that this is purely a request for information with no commitment to issue a solicitation or award a contract.
No set-aside designation has been applied to this anticipated competitive acquisition, making it a full and open competition. The technical specifications require the system to operate at 13.8 kV input with 1200 rpm synchronous speed, maximum current output of 1800A, and precise control parameters including +/- 0.25% power regulation and +/- 4% slip range while maintaining near-zero reactive power. The project timeline spans 100 weeks post-award, with critical milestones including Preliminary Design Review at 8 weeks, Final Design Review at 12 weeks, equipment delivery at 85 calendar weeks, and commissioning and testing completion around week 100. The contractor will be responsible for complete design, manufacturing, testing, and partial installation of the cycloconverter system, with delivery scheduled to Brookhaven National Laboratory. No incumbent contractor or specific budget range has been disclosed in the available documentation.

SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION
This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). This is a Request for Information (RFI) ONLY.
A solicitation is currently not available. This notice is not to be construed as a commitment, implied or otherwise, to issue a solicitation or ultimately award a contract. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. Information received as a result of this notice will be considered market research and used for planning purposes only.
Any information submitted by respondents is strictly voluntary. Any costs incurred as a result of this announcement shall be borne by the responder and will not be charged to BSA for reimbursement.
INTRODUCTION: This is the initial step in the planning process for the procurement of a power controller/regulator to control the input power to a 9 MW doubly fed wound rotor induction motor which drives a 95 MVA salient pole Generator. This controller/regulator will drive current in the induction motor rotor windings. This Motor Generator Set will be used at the Alternating Gradient Synchrotron (AGS) at Brookhaven National Laboratory (BNL) managed by Brookhaven Science Associates (BSA), as defined in the Statement of Work (SOW), attached.
BSA anticipates conducting a competitive acquisition for this effort. The North American Industry Classification System (NAICS) code is anticipated to be 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing. The size standard for NAICS code 335999 is 600 employees.
INSTRUCTIONS: All interested respondents capable of providing services for the requirements outlined in the attached Statement of Work (SOW) are invited to respond electronically with a Statement of Capabilities (SOC) demonstrating the ability to meet the requirements. Do NOT merely reiterate the objectives or reformulate the requirements specified in the SOW or include any marketing material in the capabilities statement.
Responses shall include company name, address, SAM Unique Entity Identification (UEI) number, point of contact with email address and telephone number, and indicate business size (large, small business, small-disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 335999. BSA reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice.
The SOC shall address the following areas, at a minimum:
1. Description of capability to meet the requirements identified in the SOW.
2. Overview of company’s experience in power controller/regulators and motorgenerators. Including a list of three similar power regulators successfully designed, manufactured, and installed.
3. Familiarity with motor-generator applications in high-energy physics and/or otherscientific/industrial environments.
4. The Government is also assessing the availability of domestic end products, asdefined under applicable statutes and regulations. The Offeror is requested toconfirm if the proposed system is considered a domestic end product as defined atFAR 25.101(a). If not, what is the country of origin of the product?
5. Respondents are requested to provide if the proposed system is a “commercialproduct” as defined at FAR 2.101.
Please provide supporting documentation or justification for the commerciality determination in your response.
Please submit your response via email to jchristy@bnl.gov no later than 10/15/2025 with "RFI No. 462624 Response - Cycloconverter" in the subject line. Response should be submitted in PDF or in Word format.
