About this opportunity
Brookhaven National Laboratory (BNL), a Department of Energy Office of Science facility, is seeking to procure a power control and regulating system (cycloconverter) that will control input power to a 9 MW doubly fed wound rotor induction motor driving a 95 MVA salient pole generator at the Alternating Gradient Synchrotron (AGS) accelerator. The cycloconverter must dynamically manage motor rotor currents to regulate real and reactive power, with the capability to control power between 1 MW and 9 MW while operating in non-circulating current mode and supporting four-quadrant operation. Key requirements include comprehensive system design, manufacturing, testing, partial installation, and extensive documentation including program plans, design review reports, and manufacturing inspection plans. This requirement will receive full and open competition with no set-aside designations. While specific evaluation criteria have not been detailed in this pre-solicitation notice, the procurement will emphasize technical capability, scheduling feasibility, and value engineering alternatives that could improve performance, reliability, quality, safety, or reduce costs. The formal RFP 462624 is expected to be issued in December 2025, with a due date for this synopsis of December 11, 2025.
This procurement is not set-aside for any particular business category. BNL anticipates awarding one Firm Fixed Price contract with an expected award date around April 2026. The project timeline spans approximately 104 calendar weeks from contract award, with critical milestones including a Preliminary Design Review at 8 weeks, Final Design Review at 12 weeks, equipment fabrication by 77 weeks, and final commissioning and testing at BNL by 100 weeks. No incumbent contractor or specific award value has been identified in this pre-solicitation notice, though the complexity and scope of the cycloconverter system—requiring semiconductor device design, sensors, control circuits, mechanical construction, and integration with existing BNL infrastructure—indicates a substantial contract opportunity. Vendors interested in this opportunity should monitor SAM.gov for the formal RFP issuance and should review the attached draft Statement of Work and technical specifications to assess their capability to meet the government's requirements. This acquisition is classified under NAICS code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) and PSC code 6110 (Electrical Control Equipment).
