About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking to award a firm fixed price Blanket Purchasing Agreement (BPA) for Emergency Escape Breathing Devices (EEBDs) to Ocenco Inc. on a sole source basis. The EEBDs are specialized self-contained closed-circuit breathing apparatuses designed for emergency escape from Navy shipboard environments classified as Immediately Dangerous to Life or Health (IDLH), with a primary focus on providing protection during smoke and fire scenarios. These devices must be Capacity Rating (CAP) 1 certified in accordance with the National Institute for Occupational Safety and Health (NIOSH) standards. The pre-solicitation notice was posted on January 5, 2025, with responses due by January 21, 2025. The government's technical and requirements personnel have verified the minimum needs for these emergency breathing devices.
The procurement will have no specific set-aside designation and is planned as a sole source contract with Ocenco Inc., which is currently the only manufacturer with CAP 1 certification. The BPA has an ordering ceiling of 80,886 units with an estimated overall value, structured across a five-year period including a base ordering period and four additional option periods. The contract will be supported by Fiscal Year 2025-30 Other Procurement Navy (OPN) funds. Ocenco Inc. was selected because they are the sole manufacturer meeting the specific certification requirements, and purchasing from them will prevent substantial cost duplication and avoid potential delays in fulfilling agency requirements. The contract falls under the NAICS category of Surgical Appliance and Supplies Manufacturing (339113) and the Product Service Code for Safety and Rescue Equipment (4240).
