About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking to award a follow-on firm fixed price Blanket Purchasing Agreement (BPA) for Emergency Escape Breathing Devices (EEBDs) to Ocenco Inc. on a sole source basis. The EEBDs are self-contained closed-circuit breathing apparatuses designed for Navy personnel to escape from spaces with atmospheres classified as Immediately Dangerous to Life or Health (IDLH), primarily for escape from shipboard smoke and fire scenarios. The contract requires devices that are Capacity Rating (CAP) 1 certified in accordance with the National Institute for Occupational Safety and Health (NIOSH) standards. Ocenco Inc. is the only manufacturer meeting these specific certification requirements, which justifies the sole source procurement. The solicitation was posted on March 10, 2025, with proposals due by March 31, 2025, providing potential vendors approximately three weeks to respond.

The procurement has no specific set-aside designation and will be awarded to Ocenco Inc. under a new BPA number, following their current BPA N61331-21-A-0002. The place of performance is located in Kenosha, Wisconsin, where Ocenco Inc. is headquartered. The contract falls under the NAICS category 339113 for Surgical Appliance and Supplies Manufacturing and the PSC category 4240 for Safety and Rescue Equipment. While specific quantities and total contract value are not explicitly stated, the procurement is structured as a blanket purchasing agreement to allow flexible ordering of EEBDs and EEBD training devices. The sole source justification emphasizes that this approach will prevent substantial cost duplication and avoid delays in fulfilling the Navy's critical safety equipment requirements.

Notice text

The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to award a follow-on firm fixed price (FFP) Blanket Purchasing Agreement (BPA) to current BPA number N61331-21-A-0002, on a sole source basis to Ocenco Inc. (CAGE 03WY2), 10225 82nd Ave Pleasant Prairie, WI, 53158-5800, for the acquisition of Emergency Escape Breathing Devices (EEBDs).  The EEBD is a self-contained closed-circuit emergency escape breathing apparatus/device for use in providing breathing air for escape from spaces aboard Navy ships where atmospheres are classified as Immediately Dangerous to Life or Health (IDLH). The EEBD is primarily intended for escape from shipboard smoke and fire. The purpose of this FFP BPA is to have a single agreement with the original equipment manufacturer (OEM) to purchase EEBDs and EEBD training devices that are Capacity Rating (CAP) 1 certified in accordance with the National Institute for Occupational Safety and Health (NIOSH). Ocenco Inc. is the only manufacturer that is CAP 1 certified in accordance with NIOSH, and purchasing from this source on a sole source basis will prevent substantial duplication of costs to the government that is not expected to be recovered through competition and will not cause unacceptable delays in fulfilling the agencies requirements.
