About this opportunity

The General Services Administration (GSA) Region 7 is conducting market research through a Sources Sought Letter of Interest (LOI) for a Utility Energy Service Contract (UESC) project. The project will implement various energy conservation measures (ECMs) at multiple government-owned facilities in Texas and Louisiana, with the goal of achieving sustainable, all-electric, and net-zero buildings. The ECMs include installing electric boilers, EV charging stations, high-performance HVAC systems, microgrid/battery energy storage, and renewable energy upgrades. GSA is interested in partnering with utility companies that can provide energy management services under the Authorization for Energy Management Services (EMSA) and GSA Area-Wide Utility Contract (AWC). The LOI outlines the required Preliminary Assessment and Investment Grade Audit processes, as well as specific formatting and reporting requirements. Interested utilities are requested to respond by May 17, 2024.

This LOI is not a solicitation or obligation on the part of the government, and no basis for claim against the government shall arise as a result of a response. The government does not intend to select or qualify proposals, but is conducting market research to determine the feasibility of contracting for various energy technologies. The project is funded in part by the Inflation Reduction Act (IRA) of 2022, and the government is not setting aside the procurement for any specific business size or type.

Update #2 · Latest ·

Note: The Inflation Reduction Act of 2022 (IRA), Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for (a) measures necessary to convert facilities to high-performance green buildings, (b) acquisition and installation of construction materials and products with substantially lower levels of embodied greenhouse gas emissions, and (c) emerging and sustainable technologies. The Contract resulting from this Synopsis will be funded in part by IRA appropriations, and it contains numerous IRA-specific requirements. Requirements include, but are not limited to, requirements regarding pricing, invoicing, submittals, materials, and construction. In addition, please note that the Solicitation will contains an evaluation factor favoring certain construction materials with the lowest possible levels of embodied carbon. Once received, offerors shall carefully review the Solicitation, the Agreement, the Statement of Work, the Specifications, and the Drawings. Offerors are responsible for accurately pricing and, if successful, fully performing all Contract requirements.
