About this opportunity

The Federal Aviation Administration (FAA) is seeking sources through a market survey to identify vendors capable of providing commercial off-the-shelf (COTS) initial and recurrent pilot training for the Sikorsky S-64 helicopter. The training will support FAA Flight Standards Operations Inspectors and aircraft certification personnel in obtaining type ratings or maintaining proficiency on this aircraft platform. Interested vendors must submit capability statements by May 1, 2026, detailing their training experience, geographic service areas, and proposed approach for delivering the training in accordance with the attached Performance Work Statement. The capability statements will be evaluated based on vendors' past performance history, experience providing aircraft-specific training, years in business, and their strategic approach to accomplishing the training work. All inquiries must be submitted via email to the contract specialist, with no phone calls accepted. This market survey is for information-gathering purposes only and does not constitute a formal Request for Proposals; therefore, the FAA will not reimburse vendors for costs incurred in preparing their responses.

This pre-solicitation notice does not utilize any set-aside designations, and no incumbent contractor information is provided in the available documentation. The relevant NAICS code is 611512 (Flight Training) with a small business size standard of $34 million, placing this as a full-and-open competition. The training program requirements specify that contractors must maintain either Part 61 or Part 141 FAA certification and adhere to specific daily training hour limitations of four hours maximum for simulator or flight instruction and eight hours for ground school, with a ten-hour daily combined maximum. The PWS emphasizes the "Crew Concept" approach, whereby accompanying personnel receive training at no additional cost, and mandates compliance with ATP standards and 14 CFR Part 61.58(d) requirements for initial qualifications. While specific award values are not disclosed in this pre-solicitation notice, the scope encompasses comprehensive ground school, flight simulation device training, and actual aircraft flight training for multiple FAA personnel.
