About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking contractors for a Full Rate Production (FRP) Multiple Award Contract (MAC) on-ramping event to consolidate and expand an existing contract vehicle. The procurement focuses on aircraft systems development, modification, and installation for fixed and rotary-wing aircraft, covering Science & Technology, prototyping, developmental, validation, verification, and limited production activities. Contractors must maintain AS9100D certification and meet the small business size standard of 1,250 employees under NAICS codes 334511 and 336413. Evaluation will be conducted on a best value trade-off basis, considering technical capabilities and past performance. Key dates include a capability statement deadline of January 10, 2025 at 2:00 PM EST, with an estimated final Request for Proposal (RFP) release in June 2025 and contract award anticipated in April 2026.
The contract is structured across three lots: Lot I (Unrestricted) for Mission System Avionics Production, Lot II (Unrestricted) for complex aircraft components, and Lot III (Small Business Set-Aside) for less complex aircraft components. The total contract value is $7.14 billion, with over $7 billion in ceiling remaining, and will utilize both firm-fixed-price and cost-plus-fixed-fee task orders. The period of performance spans from April 2020 through April 2035, with work to be performed approximately 90% at contractor facilities for development and 50/50 between contractor and government sites for installations. The contract will support requirements for the U.S. Navy, Marine Corps, Foreign Military Sales, and other Department of Defense and government agencies. Deliverables will include mission computers, displays, communications systems, sensors, navigation equipment, and other avionics components across various aircraft platforms.
