About this file

This is a Performance Work Statement (PWS) for a Multiple Award Contract (MAC) issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) for prototyping, production, and installation of Mission System Avionics, aircraft upgrade/modification kits, and components. The contract is divided into three lots: Lot I (unrestricted) for Mission System Avionics development and production; Lot II (unrestricted) for complex aircraft components, systems, and modifications; and Lot III (small business set-aside) for less complex aircraft components and modifications.

The PWS outlines requirements for supporting Science & Technology, prototyping, test, limited production, and full rate production across military fixed-wing, rotary-wing, unmanned aircraft, and lighter-than-air vehicles. Key deliverables include mission computers, displays, communications systems, sensors, navigation equipment, and other avionics components. Contractors must maintain AS9100D certification and provide facilities capable of supporting aircraft modifications up to the Secret level. Work will primarily be performed at contractor facilities for Lots I and II, while Lot III production work will be at contractor facilities with modifications/installations at government facilities. The contract supports requirements for the U.S. Navy, Marine Corps, Foreign Military Sales, and other DOD/Government agencies.

Section C - Descriptions and Specifications

SECTION C

PERFORMANCE WORK STATEMENT (PWS)

1. BACKGROUND

NAWCAD has a requirement for prototyping, production and installation of Mission System Avionics, aircraft upgrade/modification kits and components. This requirement is for a broad spectrum of supplies and services to improve fleet readiness, aircraft capabilities, and reduce acquisition time-lines by utilizing a streamlined IDIQ per FAR Part 16.505 procedures. This contract will be centrally managed by NAWCAD FRP Acquisition Coordination Team (FRP Team). Requirement owners include the U.S. Navy, U.S. Marine Corps, Foreign Military Sales and other Department of Defense (DoD) and Government Agencies. Requirements are expected to cover all type/model/series aircraft and systems within the DoD inventory, as well as commercial derivative platforms. This will be inclusive of Naval Science & Technology (S&T) prototyping and developmental requirements through, collaborative joint Government and Contractor teams; or Contractor team only, working from a Government developed requirement, with Government oversight, inspection and support. Scale shall include one-off demonstrations, production of limited quantities for maturing technical data packages to a productionized state, or full rate production. Production requirements will be the result of Government developmental efforts or Contractor developed products for which the Government will consider the appropriate data and rights suitable for third party full rate production.

The products and services delivered under this contract include prototyping activities, demonstration of technologies, advancement of aircraft capabilities, spiral development, limited and full rate production quantities of avionics systems, mechanical and electrical components, mission systems and components, kits, obsolescence engineering services, ancillary services, upgraded airframes or aircraft modifications. The size and scope of these efforts may vary significantly, ranging from a replacement tray for an avionics unit to the integration of a complete mission capability, inclusive of numerous systems of systems.

This Multiple Award Contract (MAC) has three distinct lots, each with established vendor pools in support of the different requirements. Lot I (unrestricted) will contain requirements for the development, test and full rate production of Mission System Avionics (MSA). Lot II (unrestricted) will contain requirements for the development, test and full rate production of other aircraft components, modification kits, and aircraft installations to be performed at Contractor and/or Government facilities. Lot III (small business set aside) will contain requirements for the development, test and full rate production of other aircraft components, modification kits, and installations performed at Contractor and/or Government facilities. The lot determination between Lots II and III will be made prior to initiation of each Delivery Order/Task Order (DO/TO) and will be based upon the scope, scale, and complexity of the requirement.
