About this file
This is a Sources Sought notice from NAWCAD seeking responses from potential contractors for an on-ramping event to expand and modify the existing Full Rate Production (FRP) Multiple Award Contract (MAC). The contract modification aims to consolidate scope by incorporating Science & Technology, prototyping, developmental, validation, verification and limited production activities into a single contracting vehicle. The existing FRP MAC has three lots: Lot I (Unrestricted) for Mission System Avionics Production, Lot II (Unrestricted) for complex aircraft components and installations, and Lot III (Small Business Set-Aside) for less complex aircraft components and installations.
The contract has a total value of $7.14B with over $7B in ceiling remaining, using both firm-fixed-price and cost-plus-fixed-fee task orders. Period of performance is April 2020 through April 2035. Work will be performed at both contractor (90% development, 100% fabrication) and government facilities (50% installation). Contractors must have AS9100D certification and meet the small business size standard of 1,250 employees under NAICS codes 334511 and 336413. Capability statements are due by January 10, 2025 at 2:00PM EST, with an estimated final RFP release in June 2025 and award in April 2026. The primary work involves aircraft systems development, modification, and installation for both fixed and rotary wing aircraft, including prototyping through full rate production.

SOURCES SOUGHT FOR FULL RATE PRODUCTION (FRP) MULTIPLE AWARD CONTRACT (MAC) ON-RAMPING EVENT FOR NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION (NAWCAD)
1.0 INTRODUCTION
a. The purpose of this Sources Sought is to perform additional market research and locate eligible business firms capable of providing products and services as described herein. This market research will support the development of appropriate acquisition strategies and planning for current and future requirements within the existing FRP MAC as part of a contract modification and on-ramping event.
The primary mission of AIRWorks/Aircraft Prototype Systems Division (APSD) is to rapidly and effectively deliver aircraft capability through organic capability, industrial partnerships and emerging technologies to meet immediate and emergent warfighter needs. One of the key roles in this mission is the rapid transition of requirements from concept development and prototyping into full rate production. The intention of this modification will enable the following within the FRP MAC:
· Increase utilization of the contract by providing a single contracting tool for requirements with a path from prototyping through full rate production without transitioning between alternate acquisition environments, tools, and timelines.
· Eliminate the requirement for separate stand-alone MAC to replace the existing APSD/AIRWorks Prototyping and Limited Production MAC (reference original solicitation N00421-16-R-0040) which expires in September of 2025.
· Increase future competitive opportunities in a FAR 16.505 environment to decrease acquisition cycle time and improve speed of capability delivery to the fleet.
The Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group, within NAWCAD at Naval Air Station Patuxent River, in coordination with AIRWorks and APSD, are conducting market research for potential expansion and modification of the FRP MAC, solicitation N00421-18-R-0054. The purpose of this modification is to consolidate scope and incorporate Science & Technology (S&T), prototyping, developmental, validation, verification and limited production activities into a single contracting vehicle. These maturing activities may lead to FRP for products and installation activities that have been developed by the Government or through contracts under which the Government has obtained the appropriate data rights for third party competition.
The FRP MAC is an established IDIQ contract that is in year four (4) of performance out of a total ten (10) year period of performance, to include all options. The FRP MAC currently has awarded 38 basic contracts to 28 Contractors within three established lots:
LOT I – Mission System Avionics (MSA) Production. This lot is UNRESTRICTED. This lot is reserved for DO/TOs associated with the development and production of, and ancillary services for, avionics and MSA deliverables. Examples include mission computers and/or processors, displays, communications systems (satcom suites, radios, antenna units, etc.), sensors, navigation and/or guidance equipment, and other avionics components not otherwise defined (power and signal distribution equipment, avionics test equipment, etc.).
LOT II –Aircraft Components, Systems, Kit Production, and Installation. This lot is UNRESTRICTED. This lot is reserved for highly complex development, reverse engineering, installations, higher rates and scale of production, and higher number of concurrent installations at the Contractor and Government sites.
LOT III –Aircraft Components, Systems, Kit Production, and Installation. This lot is a SMALL BUSINESS SET ASIDE. This lot is reserved for less complex development, reverse engineering, installations, lower rates and scale of production, and lower number of concurrent installations at the Contractor and Government sites.
Examples of LOT II and LOT III scope included in Table 1 below.
Table 1: Scope Examples

Other activities may include flutter analysis, stress and loads analysis, materials analysis, weight and balance documentation, generation of other airworthiness artifacts, and technical data package generation to certify or validate design concepts and deliverables. |
| Design and integration of electrical infrastructure and electronic components. Modifications and installations include signal, data, network, and power distribution; circuit protection and switch panels; wire, cable, and fiber optic fabrication and installation. This may also include radio frequency analysis and testing, electrical loads analysis, system testing, generation of other airworthiness artifacts, interface control documentation, and technical data package generation to certify or validate design concepts and deliverables |
