About this opportunity
The Federal Aviation Administration Franchise Acquisition Services is conducting a market survey to identify commercial off-the-shelf (COTS) training scheduling and resource management software providers, with responses due May 22, 2026. This is not a formal solicitation and does not constitute a Government commitment to award a contract; the FAA will use responses for informational purposes only and will not reimburse submission costs.
The system must support planning, development, and management of annual training schedules for both in-person classroom and virtual instruction at the FAA Academy's Regulatory Standards Division, scheduling approximately 8,000 students annually across roughly 700 course offerings per year. Core functional requirements include multi-year schedule development (maintaining at least two concurrent scheduling years), classroom and virtual room assignment with automated capacity and equipment matching, instructor resource allocation with differentiation by contractor, adjunct, and course-manager types, and automated conflict detection and deconfliction for double-booked instructors and overlapping room assignments with audit tracking. The system must support cohort-based new-hire training (phased, sequenced courses with no breaks between phases) and standalone or recurrent courses running year-round, incorporate customizable scheduling rules, and provide reporting, analytics, and role-based access control with FedRAMP compliance if cloud-hosted. Drag-and-drop scheduling and integrations with Learning Management Systems, Outlook, and MS Teams, Zoom, and WebEx are preferred but not mandatory.
Interested vendors must submit capability statements identifying aircraft training types and past contract performance, SAM UEI number, years in business, geographic service areas, and implementation strategy. No aircraft training experience is required for participation in this market survey.
