About this file
This document is a Questions and Answers file addressing FAA requirements for a training scheduling system procurement currently in market analysis phase.
The FAA seeks a software system to schedule approximately 8,000 students annually through the Regulatory Standards Division of the FAA Academy, supporting technical training for Aviation Safety Inspectors, international participants, Aircraft Certification ASIs, and industry/military personnel. The system must schedule approximately 60 offerings monthly (700 annually) across both virtual and in-person modalities. Core functionality includes scheduling classrooms, instructors, and equipment/resources; generating annual class schedules that account for resource availability; creating multi-phase cohort training segments (such as New Hire training with 25 classes across 6 phases) that move students concurrently with no breaks while avoiding holidays; and applying customizable scheduling rules. The system must support both cohort-based new hire training, which runs several times per fiscal year, and standalone or ad hoc classes running year-round, including recurrent training for all personnel. The system does not require tracking individual student qualifications, training expirations, requalification requirements, or required training assignments, as these functions are handled by separate systems. The platform must be scalable to accommodate hundreds of instructors and an unspecified number of physical and virtual classrooms across multiple buildings and locations. Implementation timeline is to be determined. A clarification confirms that aircraft training experience is not required in capability statements, as this procurement is unrelated to pilot training.

Text version
• What is the annual throughput of students the system will be scheduling? ≈ 8,000 per year
• What kinds of training is the system going to schedule? What departments/divisions of the FAA will this training be for? Regulatory Standards Division of the FAA Academy. Technical training for new and existing Aviation Safety Inspectors (ASI), International participates, Aircraft Certification ASI’s, and Industry/military personnel.
• How many training sessions does the FAA expect to schedule per day? Per week?
Per month? ≈ 60 offerings per month or 700 offerings a year. This includes both Virtual and in-person training.
• We are tracking the requirement for this system to schedule classrooms and instructors. Does the FAA also expect this system to schedule students? Not to schedule the student, but we do need a software that will help generate annual schedules of classes and will take resources into consideration. For example, New Hire training consists of 25 classes that are broken into 6 phases or segments. The system must be able to create these segments so that the students move concurrently from one course to the next with no breaks, avoids holidays, and has the ability for scheduling rules.
• Does the FAA expect the system to track individual student qualifications? No
• Does the FAA expect the system to track student training expirations and re-qualification requirements? No
• How do students progress through the training pipeline? Are students assigned to cohorts that follow identical schedules, or are students assigned ad hoc to classes to meet their requirements? New hire training is conducted in cohorts as described above; we run several of these per fiscal year. We also include standalone or ad hoc classes to meet the needs of different specialty training.
• How frequently do new classes/cohorts of students begin instruction? Standalone or ad hoc classes run all year. We run several cohorts of new hires per FY.
• Will this system be used to schedule recurrent training? Yes, all training to include recurrent.
• How does the FAA plan to track what training each student is required to complete?
This is a separate system.
• What is the FAA’s timeline for procuring this system? We are conducting market analysis currently.
• What is the FAA’s timeline for implementing this system? TBD
• How many instructors does the system need to track? Hundreds
• How many classrooms does the system need to track? Of those classrooms, how many are physical vs virtual? The system needs to be scalable depending on the buildings, locations, and rooms that are available.
• The FAA has outlined that the system needs to track equipment/resource availability. Is the expectation that the system also schedules those pieces of equipment/resources? Yes
• The SAM.gov posting asks respondents to provide a capability statement that identifies the type of training respondents provide for each aircraft. However, the scope outlined in the SOW does not include aircraft training. Can you please clarify whether outlining experience with aircraft training is required to be included in the capability statement? This statement must have been accidently included in the posting. This market survey has nothing to do with pilot training.
