About this opportunity
The Federal Aviation Administration Logistics Center is conducting a market survey to identify commercial sources capable of fabricating highly customized air traffic control tower protective glass (cab glass) units for airport traffic control towers nationwide, including locations in the continental US, Alaska, Hawaii, Puerto Rico, and Guam. The FAA seeks to establish a contract with an experienced, technically qualified architectural glass fabrication company to provide replacement cab glass units that are manufactured to order according to site-specific requirements and must meet rigorous technical specifications including ASTM and ANSI manufacturing standards, specific glass composition requirements, lamination specifications, and insulating glass unit construction details. Interested vendors must demonstrate capabilities in producing various glass types including Insulating Glass Units, Laminated Glass Units, and Monolithic Glass in different sizes, thicknesses, and compositions, while adhering to strict quality assurance protocols and warranty provisions. All inquiries must be submitted in writing via email to the contracting specialist, with responses to this sources sought notice due by September 30, 2025. The FAA has not yet determined the nature of competition for this procurement and is using this market survey to aid in forming an acquisition strategy.
Currently, no set-aside designation has been determined, though the FAA may consider full and open competition or set-asides for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a) certified firms depending on market response. The FAA has identified Agnora LTD (SAM UEI: L2YKASYMVCX8) as the only known vendor currently capable of meeting all requirements and specifications, and if adequate competition does not emerge from this market survey, the agency intends to proceed with a single source procurement strategy to this vendor. The contract structure is planned as an Indefinite-Delivery type with a one-year base period and four one-year option periods, allowing the government to order 2-4 glass units per order up to 16 units total. Performance requirements include providing submittals within 5 working days, fabricating 12" x 12" samples within 10 working days, and completing glass product fabrication within 25 working days after receiving notice to proceed. The contract will include a 10-year warranty for most glass types and provisions for government inspection at manufacturing facilities and delivery sites, with all glass units to be delivered to the FAALC/MMAC in Oklahoma City.
