About this opportunity
The Department of the Army Materiel Command Army Contracting Command is conducting market research for a comprehensive access control and video surveillance system service and preventive maintenance contract for Building 1000 at Fort Sam Houston. The solicitation seeks qualified small businesses to provide maintenance and support for an integrated security system that includes 70 fixed cameras, 8 Pan Tilt Zoom cameras, and approximately 70+ HID proximity badge/biometric readers with INTELLI-SITE access control software. Interested firms must submit a four-page Capability Statement via email to david.t.cecconi2.civ@army.mil and nathanial.d.gaunt.civ@army.mil by 11:00 AM Central Standard Time on June 6, 2025. The maintenance requirements encompass quarterly preventive checks of electronic security system hardware, including circuit board panels, power supplies, electric strike locks, motion sensors, biometric readers, computer hardware and software, and associated conduits. This market research effort is classified under NAICS code 561621 for security systems services and aims to assess potential small business capabilities for this specialized security systems maintenance project.
The opportunity is designated as a Total Small Business set-aside, which means only small businesses are eligible to compete for the contract. The system covers four separate control stations located on the first, third, and fourth floors, with the Physical Security Office central control station equipped with network video recorders providing a minimum of 90 days video recording memory capacity. While the pre-solicitation notice does not specify a specific contract value, it represents a firm-fixed-price procurement for ongoing security system maintenance services. Respondents are required to include their CAGE code/UEI and relevant small business certification information as part of their capability statement. The contract will involve comprehensive maintenance of an integrated security infrastructure, with potential long-term service requirements based on the complexity and breadth of the existing access control and video surveillance system.
