About this opportunity

The Department of the Air Force Space Command, through the 30th Contracting Squadron, is conducting market research to identify vendors capable of continuing rocket launch acoustic analysis services, including acoustic measurements of launch noise and sonic booms produced during rocket ascents and re-entries. This is a Request for Information (RFI) only and does not constitute a binding commitment to award a contract; the government is not currently accepting quotations or unsolicited offers. Interested vendors must submit a capability statement and review the draft Statement of Work for Launch Acoustics Monitoring to understand the technical scope. The procurement falls under NAICS code 541690 (Other Scientific and Technical Consulting Services) with a size standard of $19 million. The response deadline for this RFI is January 8, 2026, and potential offerors are advised to monitor sam.gov for any future solicitation announcement.

This pre-solicitation notice includes no set-aside designation and does not identify any current contractors or incumbents. The Statement of Work requires the contractor to procure, develop, and deploy eight long-term and four to fifteen short-term acoustic monitoring stations in Santa Barbara, Ventura, and northern Los Angeles counties to measure acoustic data from at least 50 launches. Key contractor responsibilities include conducting quarterly calibration of monitoring stations, performing spatial and statistical analysis of acoustic data, executing PCBoom modeling and simulations with meteorological data, and providing quarterly reports and presentations to Space Launch Delta 30 and interagency partners. The contract will specify a minimum sampling rate of 51.2 or 50 kHz for acoustic measurements, with all collected data uploaded to an AFNET central repository within one week of each launch event. Upon contract completion, all monitoring equipment must be transferred to SLD 30 ownership, indicating a multi-phase engagement with defined deliverables and asset transition requirements.
