About this file
This document is a Statement of Work (SOW) for the United States Space Force to monitor rocket launch acoustics in Santa Barbara, Ventura, and northern Los Angeles counties. The primary requirements include procuring, developing, and deploying eight long-term and four to fifteen short-term acoustic monitoring stations to measure lift-off noise, ascent sonic booms, and re-entry sonic booms for at least 50 launches. The contractor will be responsible for calibrating stations quarterly, conducting spatial and statistical analysis of acoustic data, performing PCBoom modeling and simulations with meteorological data, and providing quarterly reports and presentations to Space Launch Delta 30 (SLD 30) and interagency partners.
The SOW specifies detailed technical requirements, including measuring acoustics at 51.2 or 50 kHz sampling, analyzing launch acoustic data, uploading results to an AFNET central repository within one week of each launch, and transferring ownership of the monitoring equipment to SLD 30 at the contract's conclusion. The contract is associated with a pre-solicitation Request for Information (RFI) seeking vendors in the North American Industry Classification System (NAICS) code 541690 for scientific and technical consulting services, with a size standard of $19 million. The Department of the Air Force Space Command is the sponsoring agency, seeking to continue acoustic launch and re-entry noise analysis.

DEPARMENT OF DEFENSE
UNITED STATES SPACE FORCE
LAUNCH ACOUSTICS MONITORING STATEMENT OF WORK
Approval Date: Day Month Year Contract Number:
Prepared by: Adekunbi Adewunmi, SLD 30/S5I Prepared on: Day Month Year
1. SCOPE. The scope of this Statement of Work (SOW) is to monitor rocket launch acoustic through acoustic measurements of launch noise and sonic booms produced by rocket ascents and re-entries in Santa Barbara, Ventura, and northern Los Angeles counties. These measurements will include all trajectories and various meteorological conditions. The work consists of
a. Procurement, development, and deployment of eight (8) acoustic monitoring stations and identifying sites for those stations
b. Measurement of launch noise acoustic data at acoustic monitoring stations throughout the listed counties
c. Conducting spatial and statistical analysis of measured acoustic data
d. Conducting simulations using modeling software with rocket trajectories, and historic and forecast meteorological and weather ballon data to understand which factors impact launch noise and sonic booms seasonally
e. Compare modeled results with measured results and coordinate with SLD 30 partners to improve the model
f. Briefing results to SLD 30 and interagency partners
2. APPLICABLE REFERENCES
2.1. SLD 30 has the authority to conduct measurements of launch vehicle ascent and re-entry data and modeling. SLD 30 is authorized to enter into agreements with outside agencies to accomplish such as per:
