About this opportunity

The U.S. Army Mission Installation Contracting Command at West Point is seeking contractors to provide one-time cranes and hoists services, specifically annual inspections, preventative maintenance, and load testing of overhead crane equipment located at Stewart International Airport. The requirement involves servicing four Wright model overhead crane hoists (two 3-ton and two 4-ton units) housed in Hangars 108 and 109, with all work performed in compliance with OSHA standards and manufacturer specifications. Contractors must be licensed and certified, registered in SAM.gov with valid DUNS numbers and CAGE codes, and demonstrate recent relevant experience through two to three Past Performance Questionnaires. The procurement will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, assessing both past performance and price factors. Questions regarding the solicitation must be submitted by August 18, 2025, at 12:00 PM EST, with complete proposals due to Ms. Tara D'Amico by August 19, 2025, at 11:00 AM EST, and final RFP submissions required by August 21, 2025, at 11:00 AM EST.

Despite initial references to Women-Owned Small Business set-aside in one document, the solicitation description indicates this is an unrestricted procurement with full and open competition under NAICS code 811310, which carries a size standard of $12.5 million. No incumbent contractors or current service providers are identified in the solicitation materials. While specific contract values are not disclosed, the work involves a short-term service contract with performance scheduled from August 21, 2025, through September 30, 2025. The services must be performed during normal duty hours (8:00 AM to 4:00 PM), Monday through Friday, excluding federal holidays. All work will take place at Stewart International Airport, specifically in Hangars 108 and 109, which is part of the U.S. Army Garrison at West Point, New York. The contractor must provide comprehensive documentation including detailed inspection reports, test results, condition assessments, and maintenance recommendations for each of the four overhead crane units.
