The system must include eight DisplayPort outputs supporting high-resolution displays, sixteen HD inputs with HDCP capability, a 4U 19-inch rack chassis, Windows 11 64-bit operating system, and Wall Control software for operator interface. The requirement encompasses three contract line items: the video combiner unit with one year of warranty and software support, an optional two-year additional warranty extension, and ground freight for CONUS delivery. Evaluation will be based on offerors' ability to meet all technical specifications detailed in the Statement of Requirement and Attachment 1, with quotes requiring complete pricing information for all CLINs. The solicitation was posted on March 6, 2026, with quotes due by March 13, 2026, at 3:00 PM local time, and submission must be made via email in PDF format with a maximum file size of 10 megabytes.

This acquisition is set aside 100 percent for small business concerns, with all vendors required to be registered as small businesses in SAM.gov under NAICS code 334310 with a size standard of 750 employees. The single-source justification documents indicate that Pixell is the sole manufacturer of the VP1500 Series with no authorized resellers identified through market research, and the system is required to replace aging hardware experiencing failures in the F-22 Air Dominance Combined Test Force. The solicitation requires delivery within 60 calendar days from the date of award receipt, with inspection and acceptance occurring at both the contractor's facility and the destination at Edwards AFB, California. Contract administration will follow electronic invoicing procedures through the Wide Area WorkFlow system, and payment will be processed via government procurement channels. No specific budget ceiling or award value is disclosed in the publicly available solicitation documents.
